Position Description:

Integrated Data Services (IDS) is seeking an experienced PMRT Deployment Lead to support the Department of the Navy (DON), Office of the Assistant Secretary of the Navy (Research, Development & Acquisition) (ASN (RD&A)) in the enterprise deployment of the Program Management Resource Tools (PMRT) suite.

The PMRT Deployment Lead reports to the IDS Program Manager supporting the ASN (RD&A) PMRT task order and closely coordinates with the IDS program team. The candidate will oversee planning, coordination, execution, and sustainment activities associated with deploying PMRT capabilities across Navy, Portfolio Acquisition Executives (PAEs), Systems Commands (SYSCOMs), and acquisition organizations. This position requires strong leadership, technical program management, stakeholder engagement, and organizational change management experience supporting large-scale Department of War (DOW) software implementations.

The successful candidate will collaborate with program leadership, functional stakeholders, software developers, government team members, and lead deployment teams to ensure successful implementation, user adoption, and continuous process improvement.

Worksite Location:
We are seeking a candidate based in the Washington, DC/DMV area. This position is currently remote; however, periodic travel to Government facilities throughout the National Capital Region and other Navy locations may be required based on deployment activities. Applicants must be willing to support onsite customer engagements when required.

Responsibilities include, but are not limited to, the following:

  • Lead enterprise deployment planning and execution for PMRT implementations across Navy organizations.
  • Develop integrated deployment schedules, implementation roadmaps, milestones, and resource plans while utilizing data tools to include the JIRA/Confluence suite.
  • Coordinate deployment activities among Government stakeholders, technical teams, functional SMEs, and program leadership.
  • Support system configuration, testing, validation, integration, pilot deployments, and production rollouts.
  • Develop deployment metrics, dashboards, and executive status reports to communicate project health, risks, and accomplishments.
  • Facilitate deployment readiness reviews, cutover planning, and post-implementation support activities.
  • Lead user training, knowledge transfer, workshops, and stakeholder engagement sessions.
  • Identify deployment risks and develop mitigation strategies to minimize schedule and operational impacts.
  • Support organizational change management initiatives that promote successful user adoption.
  • Analyze business processes and recommend improvements that align PMRT capabilities with Navy acquisition requirements.
  • Collaborate with software development teams to prioritize deployment issues, enhancements, and defect resolution.
  • Ensure deployments comply with Government security requirements, acquisition policies, and program management standards.
  • Support continuous improvement initiatives through lessons learned, deployment assessments, and process optimization.

Knowledge and Skills:

  • Minimum of ten (10) years of experience managing enterprise software deployments, technical program management, systems implementation, or related DOW initiatives.
  • Demonstrated experience deploying PMRT or comparable enterprise acquisition, financial, or program management applications.
  • Hands-on experience with the IDS CCaR™ platform and/or PMRT suite (e.g., supporting Air Force, Space Force, Army, USSOCOM, or USTRANSCOM deployments).
  • Experience supporting Department of the Navy organizations, preferably ASN (RD&A), PAEs, SYSCOMs, NAVSEA, NAVAIR, NAVWAR, or NAVFAC.
  • Proficiency with deployment and program reporting tools such as MS Project/Planner, Power BI or Tableau, SharePoint, and Agile collaboration platforms (Jira/Confluence).
  • Experience leading cross-functional teams supporting large Government implementations.
  • Strong knowledge of project planning, deployment methodologies, systems integration, testing, and implementation lifecycle management.
  • Excellent verbal, written, presentation, and customer engagement skills.
  • Demonstrated ability to manage multiple priorities in a fast-paced Government environment.
  • Strong analytical and problem-solving skills.
  • Experience supporting Navy acquisition organizations is highly desired.
  • Experience implementing enterprise SaaS or cloud-based business systems is highly desired.
  • Experience with Agile project management methodologies is highly desired.
  • Experience with organizational change management and user adoption strategies is highly desired.
  • Familiarity with DoD acquisition policies, PPBE, financial management, and program management processes is highly desired.
  • PMP, Agile, Scrum, Prosci, ITIL, or similar professional certification is preferred.

Education and Work Experience:

  • This position requires a minimum of a bachelor's degree from an accredited college or university in business management, engineering, computer science, mathematics, economics or other related discipline.

Physical & Mental Qualifications:

  • Must be able to sit, type, hear, see, and speak for extended periods of time.
  • Must consistently work and type on a computer for prolonged periods of time.
  • Must be able to communicate accurate information and ideas so others will understand.
  • Must be able to lift/carry at least 15 lbs.
  • May be required to move about inside an office to access file cabinets, office supplies, etc.

Hours:

Salary Range:

  • $140,000 -170,000 per year
  • The estimated salary range listed is a good faith determination of potential base compensation that may be offered to a successful applicant for this position at the time of this job posting and may be modified in the future. The disclosed salary range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. When determining an applicant’s compensation, various factors are taken into consideration including, but not limited to: geographic location, relevant prior work experience, relevant training, special skills/competencies, education, clearance, licenses/certifications, labor categories/contract rates and other business needs.

IDS offers a robust benefits package including employer paid health, dental, vision, disability, AD&D and life insurance plans for eligible employees. IDS also offers a variety of elective plans to eligible employees including flexible spending accounts, voluntary life insurance and supplemental insurance plans. Benefits become effective the first of the month following the start date of employment unless starting on the 1st of the month, in which case benefits are effective immediately upon the eligible employee’s start date.
