Senior OSP Regulatory & Territory Analyst (RFP & Permitting Risk)
Locations: Prefers candidates near regional office hubs (Plain City, OH; Phoenix, AZ; or Golden, CO), but highly qualified fully remote candidates will be considered.

On behalf of our client, a premier telecom infrastructure provider, we are seeking a highly analytical Senior Regulatory and Territory Analyst. This role is a heavily research-focused position centered on risk mitigation, cost analysis, and deep-dive permitting due diligence for incoming Request for Proposals (RFPs).
As our client aggressively evaluates new service territories for fiber construction, you will serve as the strategic "radar" for the bid development team. Your primary directive is to research prospective markets, identify every overlapping jurisdiction, and provide accurate risk assessments from both a cost and time perspective. If you are a geospatial researcher who can look at a proposed route map and instantly spot the high-risk municipal, tribal, or railroad bottlenecks that threaten a budget or schedule, this role is built for you.
Key Responsibilities
- RFP Regulatory Intelligence: Partner closely with proposal teams to provide foundational regulatory intelligence. Create comprehensive cost, risk, and timeline analyses specifically for competitive RFP submissions.
- Jurisdictional Mapping: Identify all permitting agencies associated with proposed fiber routes, thoroughly researching city, county, state, federal, tribal, railroad, utility, and special district boundaries.
- Market Entry Architecture: Develop highly structured permitting matrices and research local ordinances affecting underground and aerial fiber construction in entirely new markets.
- Risk & Velocity Assessment: Analyze historical permitting performance and approval timelines across various regions. Identify high-risk jurisdictions that may negatively impact project schedules or construction costs.
- Map Interpretation: Read and interpret physical and digital plant layout maps to understand and document contiguous permitting requirements across complex geographic paths.
Required Qualifications & Skills
- Experience: 3 to 5+ years of experience in telecommunications permitting, regulatory analysis, OSP right-of-way (ROW) acquisition, or infrastructure risk assessment.
- Geospatial Tools: Proven proficiency using Google Earth, ArcGIS, or similar geodata and mapping platforms to evaluate routes.
- Permitting Literacy: Deep knowledge of specialty permits throughout the country, including environmental, DOT, railroad, and tribal land crossings.
- Technical Fundamentals: A foundational understanding of horizontal directional drilling (HDD), trenching, and conduit builds to accurately assess how local construction ordinances apply to the engineering plan.
- Software Mastery: Advanced capabilities within the Microsoft Office Suite (particularly Excel) for building data matrices and risk models.
- Communication: Exceptional written and verbal communication skills; ability to distill complex municipal codes into clear executive summaries for bid proposals.
- Education: College degree and/or equivalent professional industry experience.
