Job description

Position Summary
The Rural Health Data & Coalition Performance Analyst will support the Department of Health and Healthcare Coalitions (HCCs) under the Rural Health Transformation Fund (THRIVE) initiative by standardizing, collecting, validating, and reporting performance data across coalitions and rural health partners.
This position ensures alignment with CMS Rural Health Transformation objectives, ASPR Healthcare Preparedness Capabilities, Public Health Emergency preparedness (PHEP) capabilities, and state-defined THRIVE metrics, supporting data-driven decision-making and federal reporting requirements.
Core Responsibilities
Data Collection & Standardization

Develop and implement standardized data collection tools and templates across all HCCs
Coordinate with Regional Healthcare Coordinators (RHCs) and coalition partners to ensure consistent data submission
Align Data Collection with:
THRIVE Tier 1 & Tier 2 metrics
CMS performance objectives
ASPR capabilities
PHEP capabilities
Coalition & System Performance Monitoring
Track and Validate Metrics Related to:
Coalition participation and operational effectiveness
HRTS utilization and real-time resource tracking
Healthcare system coordination and mutual aid agreements
Monitor progress toward statewide targets (e.g., participation rates, system adoption)
Health System & Access Metrics Tracking
Collect and Analyze Data on:

Access to care (primary, behavioral, specialty)
Telehealth and eConsult utilization
Referral systems (TN Community Compass)
Transportation and service access barriers

Workforce & Training Data Coordination

Track workforce development metrics including:
Provider placements
Training events and participation
Credentialing and staffing agreements
Coordinate with coalitions and partners to ensure accurate reporting
Preparedness & Operational Readiness Metrics
Support data collection for:
Facility readiness assessments
Medical Operations Coordination Centers (MOCCs)
Stockpile/Cache management systems
National Special Pathogen System (NSPS) of care
Deployable health and medical response teams
Healthcare Coalition sustainment
Coalition-led exercises and response capabilities
Ensure alignment with ASPR grant requirements
Ensure alignment with PHEP grant requirements

Data Validation, Analysis & Reporting

Validate data for accuracy, completeness, and consistency
Analyze trends and identify gaps in performance
Develop:
Monthly and quarterly reports
Dashboards (e.g., Excel, Power BI, Tableau)
Briefings for TDH leadership and stakeholders

Stakeholder Coordination

Serve as a liaison between:
TDH Central Office
Regional and Metro Public Health
Regional Healthcare Coalitions
Healthcare providers and partners
Provide technical assistance and guidance on data reporting expectations
Deliverables
Standardized statewide data collection framework
Monthly/quarterly coalition performance reports
Annual THRIVE metrics reporting support (CMS-aligned)
Data dashboards and visualizations
Data quality and validation reports

Required Skills & Experience

Experience in public health, healthcare systems, or emergency preparedness
Strong data management and analysis skills (Excel required; Power BI/Tableau preferred)
Experience with systems such as REDCap, HRTS, or similar platforms (preferred)
Understanding of:
Healthcare coalitions / HPP structure
Rural health systems
Performance measurement frameworks
Preferred Experience
Experience with CMS reporting or federal grant metrics
Familiarity with ASPR Healthcare Preparedness Capabilities
Experience working with multi-agency or regional partners
Work Environment
Hybrid/remote with regular coordination with statewide partners
