Program Overview:
RIVA Solutions is seeking a strategic Growth Leader to support expansion in the Federal Health IT space, with a focus on HHS, including NIH, PSC, and other OpDivs. This position will drive strategic capture of prime, full & open IT services contracts while working closely with internal delivery, solutions, pricing, and proposal teams to position RIVA as a leader in mission-critical technology support to HHS. This is a key role aligned to one of RIVA’s core customer portfolios.

Role Summary:

RIVA Solutions Inc. is seeking an experienced and strategic Director of Proposals to lead the company’s proposal development function across federal, state, and commercial opportunities. This leadership role is responsible for managing the full proposal lifecycle, driving proposal strategy, ensuring compliance, and delivering compelling, high-quality submissions that support RIVA’s growth objectives.

The Director of Proposals will collaborate closely with executive leadership, capture managers, business development, solution architects, and operational teams to develop winning proposals aligned with client requirements and RIVA’s strategic vision.


Responsibilities:
  • Proposal Leadership & Strategy
    • Lead and manage the end-to-end proposal development process for federal, state, local, and commercial opportunities.
    • Develop proposal strategies, themes, and win messaging in collaboration with capture and business development teams.
    • Establish proposal schedules, compliance matrices, content plans, and production timelines.
    • Ensure all proposals meet customer requirements, evaluation criteria, and submission deadlines.
    Team Management
    • Build, mentor, and manage a high-performing proposal team, including proposal managers, writers, editors, coordinators, and consultants.
    • Foster a culture of accountability, collaboration, and continuous improvement.
    • Provide leadership in proposal best practices, training, and process standardization.
    Cross-Functional Collaboration
    • Partner with Business Development, Capture, Contracts, Pricing, HR, Technical SMEs, and Operations to develop responsive and persuasive proposals.
    • Facilitate proposal kickoff meetings, color team reviews, and executive reviews.
    • Coordinate with leadership to align proposal priorities with company growth goals.
    Proposal Quality & Compliance
    • Ensure all proposals are compliant, compelling, accurate, and professionally formatted.
    • Oversee proposal editing, graphics, desktop publishing, and final production activities.
    • Implement quality assurance processes and lessons-learned reviews to improve proposal effectiveness.
    Process Improvement & Knowledge Management
    • Maintain and enhance proposal processes, templates, content libraries, resumes, past performance databases, and style guides.
    • Identify opportunities for automation and efficiency improvements within proposal operations.
    • Track proposal metrics, win rates, and pipeline support activities.

Required Qualifications:

  • Bachelor’s degree in Business, Communications, Marketing, English, or related field.
  • 10+ years of proposal management experience, preferably supporting federal government contracting.
  • 5+ years of leadership experience managing proposal teams and complex proposal efforts.
  • Demonstrated success leading large, strategic proposals in a competitive environment.
  • Strong knowledge of federal procurement processes, FAR regulations, and proposal best practices.
  • Exceptional writing, editing, organizational, and communication skills.
  • Proven ability to manage multiple priorities and tight deadlines.
  • Experience with proposal management tools and collaboration platforms.
Preferred Qualifications:
  • APMP certification (Practitioner or Professional level preferred).
  • Experience supporting IT, digital transformation, cybersecurity, cloud, or professional services proposals.
  • Familiarity with GovCon growth strategies and capture processes.
  • Experience managing distributed or remote proposal teams.
