Project Overview:
The Georgia Department of Labor is among the three-member states which formed the Southeast Consortium for Unemployment Benefits Initiative also known as SCUBI. The overall project is to collaboratively develop a shared UIB system among the three member states of the Southeast Consortium. Efforts include a detailed design, development, implementation, and eventual operation of the desired system which will replace the current legacy mainframe system. Currently, GDOL supports a UI system with 100 plus tables and over 30 interfaces being managed across a wide area network which services both central and over 40 remote local offices. The legacy system utilizes diverse methods and communications to interface with other systems, such as, Cobol/CICS, web, JES2, FTP/SFTP, Direct Connect, DB2, JCL. The GDOL UI System is broken into functional sub-systems and in most cases separate databases.

Position Description:
This position is a lead role with a concentration in data integration between legacy data conversion, interfaces, and new business functional data. The position will direct and coordinate project activities, including but not limited to:
Data Conversion
Business GAP Analysis
Data Configuration Management
Systems Interface/ Data Integration
Functional Task Coordination
Data Testing
Communications Management
Reporting
Quality management
Vendor management
Primary duties will be to manage business tasks associated with data integration between conversion, configuration, interface, and functional specification activities.
Specific responsibilities include:
1. Review SCUBI RFP (including attachments) and extract/document all data integration requirements append requirements as needed
2. Review and assess SCUBI project deliverables, use cases, functional and technical design documents for system data integration impact
3. Become intimately familiar and knowledgeable of UI Benefit business processes/ system transactions which use the legacy and converted data
4. Assess UI Benefit business rules for impact on data
5. Chairs, manages, or facilitates data integration meetings, communicating individual roles and work expectations. Manages conflict resolution within the framework of business and project/program objectives.
6. Describe and organize system data needs that will be needed for SCUBI GA future state
7. Develop a traceability process for data integration within the delivered artifacts
8. Perform vendor management and oversight of work activities and deliverables
9. Overcomes obstacles and resistance to change through the use of complex strategies to promote project/program success, such as sharing resources to solve mutual problems across the organization.
10. Monitors project milestones and critical dates to identify potential jeopardy of the project schedule. Identifies ways to resolve schedule issues. Keeps management aware of the situation.
Success Criteria:
In order to be successful in this role, at minimum the candidate should:
Be innovative, energetic, energizing, flexible and eager to learn
Have served as the lead role in managing systems data integration on a multiyear project from inception to completion
Knows how to get to the real technical issue and/or root cause of data integration issues
Understands diverse technology and integration points (e.g. mainframe vs. distributed, java technologies, Cobol/cics, secure transfer protocols, DB2, SQL)
Be able to execute tasks and stay on schedule in a fast paced project
Organize, manage and provide clear guidance to teams in order to maximize the right output to reach the data integration goals
Be able to practice, candor, transparency and collaboration
Required Skills:
5-7 years as a Senior Project Manager engaged in at least 2 enterprise projects with one project being a vendor management project
Extensive experience in enterprise application integration or new development projects
Clear understanding of data integration points in a multi-platform environment (mainframe, client server, and web).
Expert knowledge in engineering best practices specifically regarding software integration/interfaces and data transfer
Expert level knowledge of standard PM tools (MS Project and Project Server, Visio, MS Office Suite, SharePoint)
High degree of skill in the development and execution of business and technical presentations.
Knowledgeable and experienced in the full Systems Development Life Cycle and Testing Methodologies.
Comfortable in interacting with staff and management, including Executive levels.
Must be meticulous in creating high quality, high value deliverables
Well-developed communication skills - oral, written, listening. Good analytical and negotiation skills, and close attention to detail.
Ability to multitask and stay well organized
Must have strong collaboration skills
Must have excellent leadership, interpersonal, and motivation skills.
Should be energetic, energizing and engaging
Education Requirements:
Bachelor's degree majoring in either business, accounting, finance, mathematics, computer information systems or engineering is required.
