Job Title

TheSoftware DevelopmentTools Manager leads the strategy, operation, and continuous improvement of the software development life cycle (SDLC) toolchain. You will own the tooling experience that enables product delivery, quality, and developer productivity across planning, source control, CI/CD, testing, release management, and observability. This is a hands-on leadership role that combinespeoplemanagement, technical ownership, vendor and stakeholder engagement, and process improvement.

What You Will Do:

  • Define and execute the SDLC tools roadmap to support business priorities (planning, source control, CI/CD, build/release, code quality, test automation, artifact management, security scanning, monitoring/tracing).
  • Lead a cross-functional tools team (engineers, automation specialists, and administrators) responsible for implementing,operating, and evolving the toolchain.
  • Maintain andoperatecore platforms (e.g., Jira, Confluence, Bitbucket/GitHub, Jenkins/GitHub Actions/GitLab CI, Artifactory/Nexus, SonarQube, SRE/observability tools), ensuring high availability, scalability, security, and compliance.
  • Drive automation: reduce manual steps in build/test/deploy pipelines, improve reproducibility, and shorten lead time for changes.
  • Partner with product engineering, QA, security, and platform teams to onboard projects, define best practices, and provide consultative support for CI/CD, branching, release workflows, and developer experience.
  • Manage vendor relationships and licensing for commercial tools; evaluate and pilot new tools and integrations.
  • Define and measure SLAs, KPIs, and ROI for tooling (e.g., deployment frequency, mean time to recovery, lead time, incident resolution SLAs, developer satisfaction).
  • Lead incident response and postmortem for tooling outages; ensure robust monitoring, capacity planning, and disaster recovery for critical toolchain components.
  • Build and run effective change management, governance, and access controls for tool configurations and workflows.
  • Create andmaintaindocumentation, templates, training, andenablementmaterials for developers and release managers.
  • Champion security, compliance, and audit-readiness across the SDLC toolchain (credential management, SSO, RBAC,secretsmanagement, artifact signing).
  • Recruit, mentor, and grow team members;establishclear goals, career paths, and performance metrics.

What You Need to Succeed:

Required qualifications

  • 7+ years of experience in software delivery tooling, platform engineering, DevOps, or related roles; 3+ years in a leadership or people-management role.
  • Deep hands-on experience with multiple SDLC tools and platforms (e.g., Jira/Confluence, GitHub/Bitbucket, CI/CD systems, artifact repositories, test automation frameworks, SonarQube, SSO/Okta,secretsmanagement).
  • Proventrack recorddesigning andoperatinglarge-scale, reliable developer platforms or toolchains in cloud and hybrid environments.
  • Strong automation skills (scripting, pipeline-as-code, infrastructure-as-code - e.g., Terraform, Ansible).
  • Experience withmonitoring,loggingand incident management for platform services.
  • Strong stakeholder management and communication skills -abilityto translate technical decisions into business outcomes.
  • Experience negotiating with vendors and managing licensing models.
  • Bachelor's degree in Computer Science, Engineering, or equivalent experience (or higher).

  • Experience with Atlassian stack administration at enterprise scale (Jira, Confluence, Crowd/SSO integrations).
  • Familiarity withGitHub Enterprise andmodern CI/CD patterns (feature flags, canary/blue-green deployments).
  • Knowledge of software security tooling (SCA, SAST, DAST) and compliance frameworks.
  • Experience managing distributed teams and enabling remote developer productivity.
  • Certifications in cloud platforms (AWS/Azure/GCP), DevOps, or relevant tooling.
