Project/Program Management

Overview

GovCIO is currently hiring a Senior IT Project Manager to lead business intelligence and automation modernization for the U.S. Coast Guard (USCG). You will drive the migration of legacy systems to a modern data analytics stack, while overseeing enterprise Power Platform deployment. This position will be located within the United States and will be a full remote position with up to 25% travel.

Responsibilities

As a Senior IT Project Manager, you will serve as the primary driver for planning and delivering mission-critical IT projects that enhance Coast Guard operations. You will ensure projects are executed on time, within scope, and budget, while maintaining compliance with federal standards and promoting collaboration among stakeholders. Specifically, lead the Coast Guard's migration of the legacy CGBI/COGNOS business intelligence system to a modern stack anchored in Qlik and integrated data pipelines (Confluent, Databricks), owning end-to-end project planning/execution, stakeholder engagement across C5I and the Office of Data & Analytics, and delivery of status reporting, RMF/ATO documentation, and change management for on-time, on-budget outcomes. Key responsibilities include:

  • Oversee planning, execution, and delivery of IT projects supporting Coast Guard enterprise systems and automation solutions (Power Apps, Power Automate, Power BI).

  • Develop and maintain project plans, schedules, budgets, and resource allocations in accordance with USCG governance processes.

  • Lead the delivery of Power Platform automation workflows, low-code applications, and data integrations that support enterprise modernization and operational efficiency.

  • Coordinate cross-functional teams, vendors, and stakeholders-including automation developers and solution architects-to ensure successful outcomes.

  • Identify and mitigate risks, manage issues, and implement change control throughout the project lifecycle, including governance of automation environments and data connectors.

  • Prepare and deliver executive-level briefings, dashboards, and performance metrics (including automation adoption metrics) to Coast Guard leadership.

  • Promote process improvement and implement best practices in project management methodologies (Agile, Waterfall, or hybrid), as well as best practices for scalable, secure Power Platform development.

Qualifications

Bachelor's (or equivalent) with 12+ years of experience.

Required Skills and Experience

  • Certifications: Project Management Professional (PMP) or equivalent federal project management certification.

  • Strong knowledge of project management frameworks and governance processes

  • Excellent communication and stakeholder engagement skills for executive briefings and team leadership

  • Ability to manage multiple priorities in a fast-paced, mission-driven environment

  • Proficiency with project management tools such as MS Project and ServiceNow

  • Experience leading automation development projects, preferably using Microsoft Power Platform (Power Apps, Power Automate, Dataverse, Power BI)

  • Understanding of low-code governance, solution lifecycle management, and secure design principles.

  • Own project tasking, deliverables, and timeline coordination across analytics, data integration, and legacy decommissioning workstreams. 1

  • Facilitate end-to-end data connection onboarding (Confluent/Qlik), clearing dependencies with network admins, policy teams, DBAs, change boards, and data owners/TPOCs. 1

  • Coordinate plans with C5I and ODA/DiD for ingesting data/metadata; communicate ingest prioritization to stakeholders. 1

  • Partner with ISSO(s) to document ATO impacts, update security documentation, and confirm integration success. 1

  • Maintain Issues/Actions/Risks trackers; run formal change management (benefit/impact analyses, approvals, artifact updates, resource realignment). 1

  • Act as SPOC with KO/COR/USCG PM; publish weekly and monthly reports and lead PMRs per the SOW

Clearance Required: Must have an active Secret clearance

Preferred Skills and Experience

  • Experience supporting U.S. Coast Guard or DHS programs highly desirable

  • Familiarity with cloud integration and IT governance frameworks

  • Strong analytical and problem-solving abilities with a focus on continuous improvement

  • Experience managing low-code development teams or implementing enterprise automation strategies

  • Knowledge of Power Platform Center of Excellence (CoE) standards and automation monitoring techniques.
