Job Summary

The Senior Product Owner is a seasoned, highly autonomous practitioner responsible for major portions of complex products and for leading cross-functional delivery at the module level. This role owns backlog strategy for a significant product area, resolves a diverse range of complex problems with limited direction, and serves as an escalation point and coach for less-experienced product owners. The Senior Product Owner frequently interfaces with customers and senior leadership and drives cross-functional initiatives that improve delivery quality and predictability.

Duties and Responsibilities
  • Own backlog strategy and prioritization for a major or complex product area, balancing customer needs, business goals, and technical constraints
  • Lead a small-to-medium cross-functional team through discovery, planning, and delivery at the module level with minimal oversight
  • Set the standard for high-quality epics, user stories, and acceptance criteria; establish backlog and Definition of Done practices for the team
  • Serve as an escalation point for complex requirements, dependencies, and delivery risks
  • Coach, mentor, and review the work of Associate Product Owners and Product Owners; share best practices and raise team craft
  • Partner with engineering, architecture, and UX to sequence complex initiatives and resolve trade-offs
  • Engage directly with government clients and stakeholders to validate direction and shape release plans
  • Drive cross-functional initiatives and process improvements that increase delivery predictability and quality
  • Define and monitor product health and delivery metrics; recommend changes based on evidence
  • Represent the product area in internal reviews and, at times, to external customers
  • Leverage AI productivity tools to scale backlog management and analysis across the team
  • Perform other duties as assigned
Education and Experience
  • 6+ years in product ownership, product management, or business analysis, including complex or enterprise initiatives
  • Bachelor’s degree or equivalent work experience
  • Demonstrated success leading cross-functional delivery from discovery through adoption
  • Deep Agile/SDLC proficiency; expert use of JIRA, Azure DevOps, and Figma; advanced AI productivity tools (Claude, ChatPRD, Copilot)
  • Public sector / gov-tech domain experience strongly preferred (tax administration, short-term rental, revenue management, or payments)
  • Strong grasp of technical components (APIs, Middleware, Services, SQL)
Knowledge, Skills and Abilities
  • Advanced backlog and requirements craft; able to set standards for a team
  • Skilled at prioritization trade-offs, conflict resolution, and stakeholder alignment
  • Strong client presence; translates fluently between technical and business audiences
  • Data-driven; defines success metrics and uses evidence to guide decisions
  • Mentorship and team-lead capabilities across less-experienced product owners
Work Environment

The noise level in the work environment is usually moderate as the employee works remotely or in an office setting, at an individual workstation, using telephone and computer.

Physical Demands
  • Must be able to remain in a stationary position for most of the day
