Description
ActioNet has an immediate opening for a high-performing Program Manager with 7+ years of experience (Cleared) leading IT, procurement, logistics, and network infrastructure projects-wireless network experience is preferred. The Program Manager will lead senior-level execution and scaling of a Telecommunications Utility and Grid initiative supporting our DoW client telecommunications infrastructure. The ideal candidate should have a broad understanding of telecommunications infrastructure with executive presence and organization and is a highly organized business-to-technology translator.
This role integrates outside plant (OSP) and premise cabling telecommunications infrastructure modernization, governance alignment (Roles & Responsibilities framework), sustainment operations, facility power integration, and deployment of a Government-controlled Operational Digital Twin (ODT). The Program Manager ensures alignment across DoW leadership, installation stakeholders, and industry partners.
Location: Remote with expectations to travel CONUS
Key Responsibilities:
  • Enterprise Governance Leadership
  • Telecom Savvy, Program Focused: Speaks the language of telecom lifecycles (civil works, transport, zoning) fluently enough to hold vendors accountable without getting bogged down in low-level engineering tasks.
  • Lead alignment of telecommunications Roles & Responsibilities (RACI) across DoW stakeholders.
  • Clarify accountability boundaries for OSP, premise cabling, power, facilities, and equipment.
  • Support implementation of a standardized Telecom Utility operating model.
  • Align acquisition, funding, and enterprise support strategies.
  • Sustainment & Operations Oversight
  • Systemic Organization: Masters portfolio-level tracking (not just single projects) and ruthlessly manages long-lead infrastructure risks (permits, hardware, fiber pathways).
  • Oversee stabilization and sustainment of outside plant (OSP) and premise cabling fiber and copper infrastructure.
  • Own service availability, MTTR, and operational readiness metrics.
  • Coordinate field execution teams, splicing crews, testing personnel, and partner performance.
  • Ensure fleet, machinery, and workforce readiness for OSP activities (trenching, duct banks, manholes, poles, vaults).
  • Infrastructure & Resilience Integration
  • Integrate telecommunications with facility systems (power, grounding, HVAC, generators).
  • Drive resilience strategy including backup communications nodes and power continuity.
  • Address environmental risks impacting OSP (corrosion, water intrusion, coastal exposure).
  • Digital Control Layer Deployment
  • Oversee deployment of a Telecommunications Grid Operational Digital Twin (ODT).
  • Ensure vendor-agnostic integration across OEM platforms.
  • Align ODT with enterprise systems (GIS, MAXIMO, Help Desk, TMS).
  • Maintain authoritative digital representation of OSP/premise cabling infrastructure assets.
  • Partner & Stakeholder Integration
  • Lead coordination with teaming partners and subcontractors.
  • Serve as primary industry interface to DoW leadership.
  • Ensure compliance with acquisition regulations and conflict-of-interest requirements.
  • Manage transition from capture to execution seamlessly.
  • Elite Room Reading: Possesses ability to sense unstated stakeholder anxieties, navigate organizational politics, and adjust tactics on the fly.

Required Qualifications:
  • 7+ years managing complex DoW or Federal programs.
  • Demonstrated experience managing OSP and premise cabling telecommunications infrastructure.
  • Experience supporting DoW or large installation environments preferred.
  • Highly articulate. Can dive into technical milestones with engineering teams, then immediately pivot to CAPEX/OPEX discussions for the C-suite, changing tone and delivery mid-brief based on audience engagement.
  • Strong understanding of fiber optic networks, structured cabling, duct banks, manholes, vaults, and copper transition strategies.
  • Experience leading sustainment-focused infrastructure programs.
  • Familiarity with governance and RACI-based accountability models.
  • Experience integrating cybersecurity and RMF requirements.
  • Active Secret clearance required; TS eligibility preferred

Preferred Qualifications:
  • BICSI certification (RCDD, OSP, or equivalent) strongly preferred.
  • Experience with BICSI standards and structured cabling best practices.
  • Background in installation real property and facility integration.
  • Experience with power resilience systems supporting telecom infrastructure.
  • Experience with 5G, broadband, or infrastructure modernization initiatives.
