We are looking to hire a Utility Coordinator (Plan Review & Field Operations) to support our Delaware area.

Job Summary

The Utility Coordinator is responsible for coordinating, reviewing, and verifying utility infrastructure activities associated with roadway, highway, developer and transportation projects. This position performs technical plan reviews, conducts field investigations, and coordinates with utility owners, engineers, contractors, and DOT staff to ensure utility work complies with applicable DOT highway standards, specifications, and safety requirements. The role combines office-based technical analysis with on-site field work throughout design and construction phases.

Essential Duties and Responsibilities

Utility Coordination

  • Coordinate with public and private utility owners (electric, gas, water, sewer, communications, fiber, etc.) on developer and  transportation projects
  • Identify, track, and resolve utility conflicts during project development and construction
  • Serve as liaison between DOT project teams, consultants, contractors, and utility companies
  • Coordinate utility relocations, adjustments, protection, and abandonment activities
  • Participate in coordination meetings and maintain communication records

Plan Review & Technical Evaluation

  • Review roadway, utility, drainage, and construction plans for utility impacts and conflicts
  • Ensure designs comply with DOT highway standards, utility accommodation policies, and applicable codes
  • Identify conflicts with roadway geometry, right-of-way limits, safety clear zones, and drainage features
  • Prepare written plan review comments, recommendations, and revisions
  • Verify utility plans comply with permit requirements and DOT specifications

Field Work & Inspections

  • Conduct field investigations to verify existing utility locations and conditions
  • Perform site visits during construction to observe utility work and coordination issues
  • Verify utility installations and relocations meet approved plans and DOT standards
  • Coordinate field activities such as utility locates, potholing, and test pits
  • Document field observations and report issues to project stakeholders

Documentation & Project Support

  • Maintain utility conflict matrices, coordination logs, and tracking spreadsheets
  • Review asbuilt drawings and utility records for accuracy and completeness
  • Support project managers and engineers through planning, design, and construction phases
  • Assist in resolution of constructionrelated utility conflicts and change conditions

Required Qualifications

Education & Experience

  • High school diploma or equivalent. Associate degree or equivalent desired.
  • Experience with utility coordination, transportation projects, public works, or infrastructure construction
  • Knowledge of utility systems and construction practices

Skills & Knowledge

  • Ability to read and interpret engineering plans, profiles, crosssections, and specifications
  • Familiarity with DOT highway design standards, utility accommodation policies, and construction specifications
  • Strong communication skills
  • Ability to manage multiple projects and deadlines
  • Proficiency with standard office software and basic plan review tools

Certifications / Licenses (Preferred)

  • Valid driver's license
  • DOT, utility, or constructionrelated certifications (preferred but not required)
  • Experience with SUE (Subsurface Utility Engineering) practices is a plus

Work Environment

  • Combination of office and outdoor field work
  • Field work may include walking construction sites, exposure to traffic, and varying weather conditions
  • Must follow DOT safety procedures and personal protective equipment (PPE) requirements

Physical Requirements (Not Sure if this is in your requirements, Can be deleted)

  • Ability to walk uneven terrain and construction sites
  • Ability to lift and carry moderate field equipment
  • Ability to work outdoors for extended periods
