About this Job The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana. Learn more about Louisiana Department of Health This position may be filled in the following parish(es): East Baton Rouge Join the Office of Intellectual & Developmental Disability Supports (OIDD) as the Quality and Regional Operations Director and help shape the future of services for individuals with intellectual and developmental disabilities across Louisiana. This executive-level leadership role drives statewide quality improvement, regional operations, training, performance monitoring, and regulatory compliance.

We're seeking a strategic, collaborative leader ready to strengthen accountability, improve service delivery, and make a meaningful statewide impact for individuals and families. The ideal candidate will be a strategic and collaborative leader with proven experience leading and/or implementing large-scaled healthcare quality initiatives, managing multiple programs, and overseeing regulatory compliance, operations management, and performance improvement. Strong analytical, communication, and leadership skills are essential, along with a commitment to advancing high-quality, person-centered services for individuals with intellectual and developmental disabilities.

Minimum Qualifications Eight years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR Six years of full-time work experience in any field plus five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR A bachelor's degree plus five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR An advanced degree or a Juris Doctorate plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information Job Duties: Provide strategic leadership and oversight for OIDD's Quality Division, Training Section, Regional Operations, and Cooperative Endeavor Agreement (CEA) monitoring activities. Lead statewide quality management and continuous improvement initiatives to strengthen service delivery and promote positive outcomes for individuals and families.

Develop, implement, and monitor quality measures, performance goals, and improvement strategies across OIDD programs and services. Ensure programs and operations comply with applicable regulatory requirements, quality standards, policies, and established performance expectations. Oversee regional operations and collaborate with Human Services Districts and Authorities to promote consistent and effective delivery of developmental disability services statewide.

Direct staff training and development initiatives to strengthen organizational performance, program knowledge, and service quality. Provide oversight and performance monitoring of contracts and agreements, including privatized Intermediate Care Facilities and Cooperative Endeavor Agreements.
