Job Description
ICF seeks a highly qualified candidate to serve as the Capacity Development Manager to work on a national technical assistance project. The purpose of this project is to provide legal services for unaccompanied children from Office of Refugee Resettlement (ORR) care and custody and to expand the legal community's skills and capacity to provide immigration legal support. The Capacity Development Manager is responsible for developing training, opportunities, and materials to support the development of legal services practitioners to provide immigration relief. The work includes the development of products and tools to support all facets of the legal work with a primary audience of legal service professionals, with additional materials for children and their sponsors.
The successful candidate will have broad knowledge of project management, instructional design, communities of practice and training/technical assistance provision and support the vision of legal services training and technical assistance.
Key Responsibilities
Capacity Development Manager responsibilities include:
Set the vision for all capacity development for the network of partners and legal service providers
Provide oversight and guidance to the team of instructional designers, content developers, community of practice specialists, Writers, editors, and subject matter experts.
Lead and implement strategies related to legal services training and technical assistance, including a comprehensive training plan. Ensure all learning and development deliverables are on time and of high quality.
Assure application of the latest innovations in adult learning theories and AI to create engaging and interactive learning materials.
Support cross-team efforts to identify knowledge gaps and training and technical assistance needs.
Ensure that all staff orientation training materials are current and designed to best support the learning needs of incoming staff.
Oversee product development related to legal services training and technical assistance.
Coordinate all work with SMEs and partners in delivering training and technical assistance services.
Work with the Communication Lead to develop all strategies related to the broad internal and external communication needs of the project.
Engage with the technology team to support the intersection of training efforts and the Learning platforms.
Basic Qualifications
  • BA with 7+ years experience or Masters with 4+ years experience managing a task or service area including personnel and deliverables in a project or contract environment
  • A minimum of 3 years demonstrated ability to build and maintain strong stakeholder and partner relationships, including balancing multiple perspectives/needs, for capacity building projects.
  • A minimum of 3 years experience working with national training and technical assistance to develop the capacity of particular subject matter area or profession

Preferred Skills
  • Experience in project management, and instructional design
  • Education and/or experience in the application of race equity, diversity, and inclusion of social justice strategies in human service settings.
  • Working knowledge of the refugee, immigrant, and asylee challenges.
  • Experience working for a refugee program.
  • The ability to Obtain and maintain a Public Trust.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$89,649.00 - $152,404.00
