Job description

Senior Acquisition Systems Engineer
Reed Integration, Inc., a management and engineering services and training firm, has an immediate need for a Senior Acquisition Systems Engineer in the Washington, D.C. area.
This is an excellent opportunity to join a growing small business!
Duties will include:
  • Integration and communication between technical personnel such as engineers/researchers and procurement personnel such as Contracting Officers/Specialists.
  • Identification of stakeholders and capture of their needs/requirements for potential defense procurement opportunities.
  • Analysis of requirements in terms of functional and quality requirements for the technical clients, identify trends, overlaps and deficiencies.
  • Assistance in development and writing of complete solicitation packages including Performance Work Statements/Statements of Work, Quality Assurance Surveillance Plans (QASP), Source Selection Plans, Instructions to Offerors, Evaluation Criteria and related acquisition package documents.
  • Management of acquisition life cycle projects from concept through contract award.
  • Management of cross-functional acquisition/contracting, engineering/technical, and project management/program support personnel.
  • Training of technical clients on requirements identification, structure, and definition to achieve their goals.
  • Training of contracting personnel on requirements review and analysis.
  • Providing Risk Analysis and Management support to assigned technical codes.
  • Providing Systems Engineering support for the client's Acquisition Process.
  • Interfacing with customers on a daily basis and providing progress/status reporting.

Experience needed:
  • Life cycle Systems Engineering experience with requirements engineering focus
  • Experience developing complete solicitation packages including Acquisition Strategies and Plans, Performance Work Statements/Statements of Work, Independent Government Cost Estimates, Source Selection Plans, Instructions to Offerors, Evaluation Criteria, and related acquisition package documents.
  • Background in working with various government contract types including firm fixed price, time and materials, and cost reimbursement.
  • Knowledge and understanding of Federal procurement, Defense Acquisition Guidebook, financial assistance, and related laws, regulations, initiatives, programs and procedures.
  • Experience in Department of Defense programs is preferred.

Requirements:
  • 10+ years performing life cycle Systems Engineering and management in a federal government acquisition environment (DoD acquisition preferred)
  • BS degree in Engineering or a related discipline (Master's degree preferred)
  • INCOSE CSEP/ESEP and/or PMI PMPยฎ certification preferred
  • Proficiency in Microsoft Office software products
  • Excellent interpersonal and communications skills
  • Active DoD Secret Clearance
