Position Summary Important Notice: This position is budgeted for Fiscal Year 2027 and is anticipated to become available after July 1, 2026. While recruitment activities may occur prior to that date, no hiring decision or start date will be finalized until after July 1, 2026, and is subject to final budget and governing body approval. The Deputy Director of Parks, Recreation, & Community Services (PRCS) assists the Director in directing, managing, planning and coordinating all programs and services of the department ensuring the delivery of quality services to the Rio Rancho Community.
The Deputy Director will directly oversee the Convention and Visitors Bureau (CVB), Aquatics Division, Programming and Recreation division. The Deputy Director will also be assigned to oversee and manage other divisions of the department including, but not limited to, administration, senior services,, parks & facilities, project & development management, animal resources center, and/or Keep Rio Rancho Beautiful. Assists the Director by providing leadership on an organization-wide and community-wide basis to ensure that PRCS & CVB's services are in alignment with the City's strategic plan.
Responsible for administrative and operational functions as well as specific projects as assigned by the Director. Education, Training, Experience, Certifications, Licenses and Registrations Education / higher education: Bachelor's Degree For required college degrees, applicable field(s) of study: Business, Economics, Sports Management, Marketing, Public Administration, Recreation or related discipline. Minimum number of years of directly related experience: Five (5) years directly related experience with at least three (3) of those years in a supervisory capacity.
In lieu of a degree incumbent must possess nine (9) years of experience. Education and/or experience preferences: Master's Degree in a related discipline preferred. Skills: Must be able to type rapidly and accurately enough to successfully produce documents/spreadsheets, communicate via e-mail, or perform data entry as necessary to accomplish the essential functions of the position. Use of technology, equipment and software typically used in the office environment. Operation of a personal computer utilizing word processing, spreadsheet and database software.
Read, analyze, and interpret technical reports, general business periodicals, professional journals, technical procedures, or governmental regulations. Interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Write reports, business correspondence, and procedure manuals.
Abilities: Ability to effectively present information and respond to questions from groups of managers, customers, and the general public. Ability to work with mathematical concepts to analyze problems, interpret data and apply to practical situations found in the workplace. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

Parks, Recreation & Community Services Essential Functions -Oversees assigned divisions and services of PRCS including policy, personnel, budget and program management and recommends procedural changes for development and implementation. -Manages and participates in the development and implementation of goals, objectives, and priorities for assigned divisions to ensure services align with overall strategic plans. -Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures recommend appropriate service and staffing levels.
-Analyzes community needs, recommends programs, develops funding proposals to meet those needs, and evaluates results. -Plans, directs, coordinate and review, through subordinate level staff, the work plan for assigned areas of responsibility, review and evaluate work methods, procedures, schedules; meet with key staff to identify and resolve problems. -Serves as the liaison for the Parks and Recreation Department in assigned areas and activities with other City departments, divisions or outside agencies; negotiate and resolve sensitive and controversial issues.
-Assists in the selection, training, motivation and evaluation of PRCS personnel; provide and coordinate staff training; interact with employees to correct deficiencies and empower positive actions; implement necessary disciplinary/corrective actions, and recommends termination as appropriate. -Participates in the development and administration of the department's annual budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures. -Assists the Director in preparing research reports in response to inquiries from the Governing Body and citizens, and keeps them informed of program status.
-Conducts research and analysis on program and department issues, to include cost/benefit and financial analysis. -Works with staff to plan and implement operations improvements to streamline work processes, increase teamwork and collaboration, and improve quality customer service. -Makes presentations, writes articles, and presents information at meetings and conventions to promote services, exchange ideas, and accomplish objectives.
-Assist with community & special events such as monitoring for effective planning, coordination, organization and completion of timelines. Represents the City with service groups, acts as prime source for promotion of activities and special events; initiates, coordinates and/or participates in all efforts to publicize promotion of events. -Assists in developing promotional publications, programs, and marketing material for events and monitors for effective, professional communication with speakers, vendors, community partners, and event participants.
-Grant Writing - Researches and prepares grant applications and proposals to fund programs or services such as Summer Lunch Program, CDBG, NFL Flag Football, and more. Works with Finance Department to gather information necessary to report on the grants. Maintains records in database and in paper files, including grant tracking, expenses, reimbursements, and reporting.
Tracks statistics relevant to each grant (attendance, expenses etc.) -Works collaboratively with Sandoval County Senior Volunteer Program (supervises volunteers); and the Sandoval County seasonal, summer Youth Worker Program, directing the work activities of 15-25 employees ages 14-17. -Assists with oversight and direction of Animal Resources Center including adoptions, veterinarian billing, and compliance with state and local sterilization laws.Ensures City compliance with maintaining necessary permits or licenses to include DEA Permit, NM Board of Pharmacy, Vet, Clinic License and Controlled Substance License and State Board of Veterinarian Inspection. Other duties also include collaborating with local law enforcement on possible felony charges resulting from violation of state laws
In managing/overseeing the CVB's core mission of generating Economic Impact through Events, Travel, Tourism and Visitation, performs the following essential functions: Convention & Visitor Bureau Essential Functions Administration, Budget, & General Management: -Oversees day-to-day management, development, marketing, implementation and administration of the Conventions & Visitors Bureau (CVB), Rio Rancho Restaurant Marketing Program, Lodger's Tax Advisory Board, and Marquee Special Events. -Serves as the contract administrator between the City and the manager of the Santa Ana Star Center. -Serves as staff liaison to the Lodger's Tax Advisory Board and City's Film Liaison function.
-Develops annual business and work plan for the CVB inclusive goals, objectives and priorities. -Oversees day-to-day management, development, marketing, implementation and administration of the Conventions & Visitors Bureau (CVB), Rio Rancho Restaurant Marketing Program, Lodger's Tax Advisory Board, and Marquee Special Events such as Pork & Brew and other CVB related events. -Develops annual business and work plan for the CVB inclusive goals, objectives and priorities.
-Supervises work product, programs and projects that are performed by CVB staff with the intent of ensuring quality, timelines and effectiveness. -Supervises CVB staff, including, but not limited to recruitment, selection, orientation, development, and training of staff. Administers employee evaluations, disciplinary actions, and terminations, as appropriate.
-Implements short and long range plans for CVB. Analyzes CVB services and needs, recommends programs, develops funding proposals to meet those needs to include cost/benefit and financial analysis and evaluates results. -Prepares managerial reports to keep City leadership and Governing Body informed of CVB's efforts, events, partnerships and programs.
Hospitality Industry Relations/Business Relations: -Manages CVB's collaboration and interaction with hospitality industry to ensure travel related economic impact generation is optimized, with a focus on overnight lodging for lodgers' tax revenue generation. -Engages with NM Tourism Department, NM Hospitality Association, Sandoval County Tourism Alliance and other key tourism related organizations. Meets with community organizations as needed, or as directed.
Marketing and Promotions: -Manages the Travel and Tourism Advertising and Marketing of Rio Rancho as a premier destination for target markets in line with CVB's Business Plan. -Serves as a stakeholder and contributor to Sandoval County Tourism Alliance for leisure travel marketing. -Leads recruitment effort of new tourism related business.
-Conducts sales visits to promote Rio Rancho as a lodging destination for large-volume hotel users/clients. -Attends Trade Shows to promote Rio Rancho as a destination venue for events; and prepares bid proposals to acquire State, Regional and National tournaments/events for the City. Special Events: -Oversees and implements all aspects of the City's Marquee Special Events to include procuring vendors and entertainment, site operations, contract and permit management, budget development, event marketing, and event staffing and volunteer coordination and procurement.
-Serves as primary contact for inquiries on special events and Sports Tournaments in Rio Rancho and coordinates with internal/external partners.
