Job description

General Description JOIN OUR TEAM AS A PROGRAM MANAGER - SPECIALITY PROGRAMS The Program Manager - Specialty Programs assists the Recreation Manager with planning, organizing, and implementing recreation programs, some special events, and community initiatives. This position supports Assistant Recreation Managers to ensure consistency and quality across the division's recreation offerings. The Program Manager - Specialty Programsis responsible for coordination of the Summer Day Camp program, and assisting in management of aquatics and the adaptive and inclusive recreation program, and supporting the coordination of some community special events,parades and league agreements.

This position helps deliver engaging, inclusive, and safe recreation experiences for participants of all ages and abilities. Essential Job Functions Assists in developing, coordinating, and supervising recreation programs, camps, and special events that meet the needs and interests of the community. Responsible for coordination of the county's Summer Day Camp program to include planning and daily operations, scheduling, hiring, training, staff oversight, budgeting and program evaluation.

Assists the Recreation Manager in overseeing the planning, staffing, and evaluation of the Aquatics and Adaptive & Inclusive recreation programs. Assists with community-wide special events and parades, including logistics, staff coordination, vendor coordination, and volunteer management. Conducts community needs assessments and assists in developing short and long-term goals for recreation services.

Assists with budget preparation, data tracking, and reporting for assigned program areas. Coordinates with instructors, vendors, and contractors; reviews and tracks contracts, agreements, and insurance requirements. Supports the collection and analysis of participation and performance data to inform program improvements.

Works collaboratively with division staff to ensure alignment and consistency across all recreation programs and events. Serves as a liaison with schools, community organizations, and other partners to promote and enhance recreation opportunities. Assists with budget preparation, monitoring, and reporting for assigned program areas; demonstrates strong knowledge of financial planning and resource allocation.

Advocates for inclusive and accessible recreation opportunities through community outreach, partnerships, and internal collaboration. Leads and participates in community outreach efforts to promote recreation programs, build partnerships, and engage diverse populations in inclusive and accessible activities. Knowledge, Skills and Abilities Strong communication and public speaking skills with the ability to engage with the public, staff, and media.

Knowledge of recreation programming, aquatics management, and adaptive recreation best practices. Understanding of public parks and recreation philosophy, operations, and community engagement principles. Ability to plan, organize, supervise, and evaluate programs, special events, and camps.

Proficiency in written, verbal, and visual communication. Skill in coordinating complex projects and collaborating with diverse teams. Ability to maintain effective working relationships with employees, community organizations, and the public.

Flexibility to work evenings, weekends, and holidays as required for events and programs. Ability to multitask and manage several projects simultaneously. Ability to perform duties during Emergency Operations Center activations when required.

Minimum Requirements PHYSICAL SKILLS: Ability to communicate effectively using verbal, written, and visual communication. EDUCATION, TRAINING, AND EXPERIENCE: Graduation from a accredited college or university with a Bachelor's Degree in Parks and Recreation or a related field and two (3) years' professionally related experience in Parks and Recreation and minimum one (1) year in a supervisory role. Experience in working with Microsoft Teams, Canva, Outlook, Word, and Excel, and Recreation software.

LICENSES, CERTIFICATIONS, OR REGISTRATIONS: Must possess a valid Florida driver's license. Certification in community CPR and First Aid must be obtained within six (6) months of employment. Swimming Pool Operations Certification (CPO) or Aquatics Facility Operator (AFO) must be obtained within six (6) months of employment.

Professional Parks and Recreation Certification preferred. Lifeguard Training, Water Safety Instruction preferred.
