We are seeking a GIS Developer (Esri ArcGIS Developer) to join our team. This role will involve designing, developing, testing, and maintaining custom Esri ArcGIS Enterprise applications, GIS web services, geoprocessing solutions, and enterprise mapping applications for the Georgia Department of Transportation. The ideal candidate will have experience in ArcGIS Enterprise, ArcGIS Online, Esri Experience Builder, Python/ArcPy, PL/SQL, SQL, and modern web technologies, along with a passion for geospatial technology, digital transformation, and enterprise GIS solutions.

Job Description:
Under general supervision, the GIS Developer will design, code, test, modify, and debug Esri ArcGIS software and applications. This role focuses on configuring and developing custom Esri ArcGIS Enterprise 11x/12x solutions including ArcGIS Maps SDK, Experience Builder, ArcGIS Portal/Online/Hub, and Field Maps applications deployed within SharePoint websites.
The developer will work closely with the Enterprise GIS Team and supporting IT teams including database, network, and server administrators, while collaborating with architects, management, developers, and business units.
 
Key Responsibilities:
  • Design and develop customized web applications, web services, mobile, and enterprise GIS solutions
  • Develop geoprocessing and GIS web services using ArcGIS Server
  • Build GIS web editing and mapping applications using Esri Experience Builder and JavaScript SDK
  • Maintain, upgrade, and migrate existing GIS applications and services to current architectures
  • Perform unit, system, integration, QA, and performance testing
  • Integrate GIS solutions with .NET applications, Oracle/Oracle Exadata, SQL Server, and enterprise reporting tools such as OBIEE and Power BI
  • Automate data workflows using Python scripting, ArcPy, and ETL processes
  • Implement controls for data and system security within GIS environments
  • Troubleshoot complex GIS application, database, and infrastructure issues
  • Provide technical guidance, mentoring, and support for GIS staff
  • Create documentation and required SDLC artifacts for developed solutions
  • Collaborate on project planning, effort estimation, and on-time project delivery
Required Qualifications:
  • 4+ years of programming/application development experience
  • 4+ years of PL/SQL and SQL experience
  • 4+ years of Python scripting or ArcPy experience
  • 3+ years of Esri ArcGIS Server services and geoprocessing services development
  • 3+ years of ArcGIS Online / ArcGIS Enterprise Server / Portal administration experience
  • 3+ years of Esri Web/Experience Builder and Arcade experience
  • 2+ years of Desktop GIS experience (ArcGIS Pro, ArcMap)
  • Strong experience with HTML5, CSS3, JavaScript (ES6+), Git, Angular or React
  • Bachelor’s degree in Geography, GIS, Computer Science, or related field
  • Strong understanding of geospatial and mapping concepts such as spatial analysis and map projections
  • Knowledge of IT security implementation patterns within Esri technologies
  • Excellent communication, collaboration, and problem-solving skills
