The Effectors Center is currently searching for a Department Leader to manage the Naval Power / Naval Air Missiles (NP/NAM) Department. This department leader will lead a growing team of approximately 150+ engineers tasked with responsibility for a broad range of technical engineering leadership support for the department and center. This includes oversight at development gate reviews, test readiness Reviews, performance reviews, and EAC reviews which ensure the integrity of the design, integration, verification and test processes, as well as the team’s overall execution performance. The department is responsible for ensuring that complex systems and subsystems function together as intended, meeting customer and program requirements. This involves the planning, execution, and verification of integration and testing activities, including system-level tests, to validate performance, reliability, and compliance with specifications. The department plays a critical role in identifying and resolving issues early, driving program success, and delivering high-quality, mission-ready solutions.

What You Will Do:

The position is in Tucson Arizona with responsibilities to lead and manage the following:

  • Define the strategic direction for the Department pertaining to managing Systems Engineering and Integration & Test personnel while aligning department objectives with overall business goals and program requirements.
  • Manage resource planning and allocation, ensuring the right skills and tools are available to support current and future program needs.
  • Chair various critical reviews such as Design and Test Reviews.
  • Collaborate across domains and with directorate lead system engineers and test architects to define optimum test strategies for assigned programs.
  • Support proposals, review basis of estimates (BOE’s) and support Engineering Proposal Reviews.
  • Continuous improvement and enhancement of Systems Engineering & Test Capabilities (SE&TC) processes to achieve cycle time and cost reductions.
  • Collaborate with domain Chief Technologists in the resolution of issues, technical resource development and capability roadmaps.
  • Develop partnerships across Raytheon Engineering, Raytheon Technologies, industry, and academia to facilitate strategic capability development. Support business needs through appropriate hiring and staffing.
  • Ensure appropriate staff development through effective performance management including goal setting, career development, training, and developmental task assignments.
  • Provide effective guidance, coaching and leadership to Section Leads for effective execution of the design and development process. Support leadership alignment to define and achieve the strategic vision for the Effectors Center and the SE&TC organization.
  • Provide appropriate staffing of personnel through hiring and utilization of existing skilled staff members to meet program demands and skillset match.
  • Conduct personnel performance development assessments including compensation for merit, awards recognition, and promotions.
  • Champion trust and respect, ethics, and diversity initiatives within the organization.

What You Will Learn:

  • Critical Leadership skills driving key initiatives for the Department.
  • Experience working across numerous functions from engineering to finance to supply chain and the Program Office.

Qualifications You Must Have:

  • Typically requires a Bachelor’s in Science, Technology, Engineering or Mathematics (STEM) or equivalent experience and minimum 14 years prior relevant experience, or An Advanced Degree in a related field and minimum 12 years of experience.
  • System engineering, integration, test, and verification experience.
  • Experience in a technical leadership role with direct reports and/or managing multiple programs/projects.
  • Experience in a functional leadership role.

Qualifications We Prefer:

  • Master’s or Ph.D. in Engineering or STEM field
  • Multi-disciplined engineering background providing knowledge of related technologies and products
  • Experience leading cultural and organizational change.
  • Strong judgment and decision-making abilities.
  • Strong experience effectively working multiple tasks and priorities, with excellent follow-through and persistence to complete tasks.
  • Strong interpersonal & communication skills (verbal & written).
  • Understand effective talent development, hiring and staffing processes.
  • Experience with hiring and personnel management.
  • Experience with critical conversations.
  • Strong understanding of Raytheon processes.
  • Experience in developing and/or testing missile components.
  • Understanding of EV metrics (CPI, SPI, TCPI, BAC, EAC, LRE, etc.).
  • Experience in risk and opportunity management.

The salary range for this role is 157,200 USD - 298,800 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills. Hired applicants may be eligible for benefits, including but not limited to, medical, dental, vision, life insurance, short-term disability, long-term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays. Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
