Raytheon Engineering Execution is seeking a highly motivated Engineering Metrics and Tools Lead to modernize, maintain, and enhance the digital tools, dashboards, and data systems that enable effective learning across Raytheon Engineering. This role blends engineering, analytics, full‑stack software development, and digital solution leadership. The ideal candidate will have strong experience developing scalable backend services, API-driven applications, Angular front-end tools, and robust enterprise integrations, while also supporting data-driven learning dashboards, Excel-based tools, and workflow automations. This position requires the ability to collaborate closely with Engineering Learning & Development partners, engineering teams, and platform services groups to deliver secure, reliable, and high‑impact solutions.

This is a hybrid role based in Tewksbury, MA, Dallas, TX, or Tucson, AZ.

What You Will Do

  • Develop and maintain Engineering Learning & Development tools used across Raytheon Engineering including:

  • Engineering Learning Matrix (ELM) - Excel-based mapping of roles to required courses.

  • Role-Based Training (RBT) tool - Integrating Workday data with learning requirements and completion metrics.

  • Knowledge Transfer and Apprentice (KTA) tool - Program designed to upskill employees in critical technical and discipline skill areas.

  • Develop and maintain learning dashboards and analytics used across Engineering.

  • Build and support backend services with Python/Flask/Marshmallow.

  • Develop Angular front-end applications for L&D workflows.

  • Design, document, and manage RESTful APIs and integrations.

  • Integrate services with Apigee/APIM and SharePoint.

  • Design and optimize SQL/MariaDB schemas, queries, and migrations.

  • Ensure secure, reliable system performance with strong observability and release practices.

  • Ingest and transform data from Workday, SharePoint, Excel, Oracle, and other sources.

  • Collaborating with learning leads to refine and enhance tools.

  • Partner with platform teams, perform code reviews, and support engineering best practices.

  • Provide clear documentation and technical guidance to stakeholders.

Qualifications You Must Have

  • Typically requires a Bachelor's Degree in Science, Technology, Engineering, or Mathematics (STEM) and a minimum of 8 years of prior relevant experience unless prohibited by local laws/regulations.

  • Experience with Python, Flask, Marshmallow (schemas, validation, serialization).

  • Angular experience (v19+ or current version with ability to ramp quickly).

  • Experience designing and implementing RESTful APIs with consistent response models, validation, and error handling.

  • SQL / MariaDB experience, including schema design, performant query development, migrations, and production troubleshooting,

  • CI/CD experience with Jenkins.

  • Git / Bitbucket workflow experience.

  • Experience with API gateways (Apigee or Azure API Management) and SharePoint integrations.

  • Experience with dashboard development and analytics tools (Power BI, Tableau, SharpCloud)

  • Experience collaborating, documentation, and production hardening practices (security, observability, reliability).

Qualifications We Prefer

  • Master’s degree in Engineering, Software Development, Data Science, or a related field.

  • Certifications in RTX CORE Professional, SharpCloud, SAFe.

  • Experience using SAFe Agile and JIRA.

  • Experience with Workday reporting and data structures.

  • Power Platform expertise (Power BI, Power Apps, Power Automate), including M language and DAX.

  • Experience with Tableau, SharePoint, Oracle integrations, Excel automation, and VBA macros.

  • Familiarity with cloud or big data platforms (Matillion, Snowflake, Xeta).

  • Programming experience beyond core stack (Python, R, SQL, DAX, Power Query M).

  • Strong understanding of statistical analysis and machine learning techniques.

  • Excellent communication skills, including ability to translate technical content for non-technical audiences.

  • Strong problem-solving skills, attention to detail, and ability to manage multiple priorities.

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills. Hired applicants may be eligible for benefits, including but not limited to, medical, dental, vision, life insurance, short-term disability, long-term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays. Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement. Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
