Job description

The Quality Control Manager (QCM) is responsible for developing, implementing, and maintaining the contractor's Quality Control Program (QCP) to ensure all contract performance objectives and standards are met. The QCM operates independently of the on-site Project Manager to preserve objectivity and authority in quality assurance oversight across all EPA-RTP facilities.

Responsibilities

  • Develop, implement, and maintain the site-specific Quality Control Program (QCP) in compliance with FAR Clauses 52.246-2, 52.246-4, 52.246-6, and 52.246-12
  • Perform quality control reviews of task order plans and specifications developed by planning and estimating staff
  • Conduct final reviews of completed work to verify quality of final product, code compliance, and work plan specification adherence
  • Identify deficiencies in service quality throughout contract performance and implement corrective action before performance becomes unsatisfactory
  • Oversee the Quality Control Inspector to ensure thorough and timely inspections are conducted
  • Ensure the QCP is implemented at contract start date and continuously improved
  • Report quality findings and corrective actions directly to senior corporate leadership (managerially senior to the on-site PM)
  • Coordinate with the COR and CO on all quality compliance issues
  • Ensure all code violations and unauthorized work variances are corrected at no additional cost to the Government
  • Review and approve deliverables for quality prior to submission to the Government

Position Requirements

  • Minimum 10 years of experience in quality control reviewing plans and specifications for task orders and performing final reviews of completed work for quality, code compliance, and specifications compliance
  • Minimum 5 years of project management experience
  • Strong familiarity with FAR quality assurance clauses and federal construction/maintenance standards
  • Experience in large commercial/industrial facility operations or multi-site facilities management environments
  • Must be available on-site upon request by the Government
  • Demonstrated ability to operate independently with authority to halt or require rework of non-conforming work

Must have the ability to pass a background check and drug screening test.
