Job description

Position Summary

Clay County is seeking an experienced and motivated Building Services Manager to lead the delivery of high-quality building services across County facilities. This leadership position is responsible for overseeing custodial operations, building service contracts, vendor relationships, procurement activities, and support services that ensure County buildings and grounds remain safe, clean, efficient, and welcoming for employees and the public.

The Building Services Manager plays a key role in maximizing taxpayer resources by managing contracts, monitoring budgets, ensuring quality service delivery, and providing strategic oversight of facility support operations.

Key Responsibilities

  • Manage contracts, procurement processes, bids, and vendor relationships for building services.
  • Research, review, negotiate, and monitor service contracts to ensure compliance with County standards and contractual requirements.
  • Assist with hiring, training, coaching, and disciplinary recommendations.
  • Monitor operational budgets, expenditures, and purchasing activities while assisting with annual budget planning.
  • Prepare reports, correspondence, specifications, and operational documentation.
  • Perform other related duties as assigned.

Qualifications

Minimum Qualifications

  • Bachelor's degree in Public Administration, Public Works, Engineering, Facilities Management, or a closely related field. Equivalent professional experience may be considered in lieu of education.
  • Valid Missouri driver's license.
  • Demonstrated integrity, professionalism, and sound judgment.

Preferred Qualifications

  • Seven (7) or more years of progressively responsible experience in facilities management, building operations, project management, or public administration.
  • Supervisory or management experience overseeing personnel and contracted services.
  • Experience managing budgets, procurement, and contract administration.

Work Environment

This position combines office and field work throughout County facilities. The Building Services Manager will routinely visit buildings and project sites and may occasionally work outdoors in varying weather conditions. The position requires occasional lifting of up to 50 pounds, climbing ladders, and responding to facility-related emergencies.

Travel throughout Clay County is required, with occasional out-of-state travel as needed.
