Job Description
The CH-53E, Quality Assurance Representative (Aircraft Mechanic III)is accountable to the Site Team Leader, quality assurance officer and the aircraft maintenance officer, for the prevention of the occurrence of defects of Organizational Level (O-Level) scheduled/unscheduled maintenance tasks, personnel accountability, employee health and safety. The Quality Assurance Representative performs the receiving, in-process, final inspections and/or functional operational tests of Aircraft Mechanic I, II, II and Aircraft Workers. The individual must possess a detailed, working knowledge of all Navy-sponsored aviation maintenance programs and processes governed by COMNAVAIRFORINST 4790 (series). In addition, aviation maintenance controllers/production controllers must have detailed knowledge of the Naval Aviation Logistics Command Management Information Systems Optimized O-level Maintenance Activity (NALCOMIS OOMA). This individual must have previously qualified as Quality Assurance Representative.
The Quality Assurance Representative approves or rejects final project to ensure compliance with standards. Perform analysis of defects and interprets quality rejection and failure trends. The inspector has freedom and authority to control further processing of non-conforming parts and materials until deficiencies are corrected. Ensures the organization addresses non-conforming activities, maintains records of quality problems and assists the organization in formulating a plan to correct nonconformities. Later investigates to verify that the solution has met criteria of the applicable Technical manual or related Technical material. May also perform quality and safety related administrative functions, such as: training, recordkeeping, tool control and ensures all testing and measuring equipment has current calibration status.
Performs all duties in accordance with the Naval Aviation Maintenance Program (NAMP) and Commander Naval Air Forces Instruction 4790.2B.
Job Requirements
  • Performs quality technical inspection of aircraft, aircraft components, parts, repairs, and systems (including avionics, electrical, instrument and armament) as required by functional assignment
  • Performs quality and safety inspections of on-site equipment and tools used in aircraft maintenance, vehicles, and equipment
  • Performs initial, in-progress and final quality technical inspections during maintenance, repair, modification, rework, and overhaul of aircraft, aircraft components, and component parts
  • Provides technical guidance, instructions, and interpretation of written instructions and procedures to mechanics as required to assure acceptable quality work and flight line services.
  • Assists in preparation, processing, and answering of Product Quality Deficiency Reports (PQDRs).
  • Must be able to read and interpret complex engineering drawings, technical manuals, and use measuring instruments, gauges, tools, and test equipment.
  • Monitor compliance, conduct audits and provide guidance in Environmental Health and Safety (EH&S) Programs, (FOD/Confined Space/Lockout-Tag out/Fall Protection).
  • Must show proficiency in the use of OOMA within 90 days after assignment.
  • 4 years' experience as a Quality Assurance Representative (QAR) on CH/MH-53E.
  • Must have completed the Naval Aviation Logistics Command Management Information System (NALCOMIS) (Optimized) Organizational Level Maintenance Activity (OMA) Naval Aviation Quality Assurance Administration Course (Course C-555-0046.
  • High school diploma or equivalent General Educational Development (GED) certificate
