Job description

QED Systems, LLC, is currently recruiting a Program Analyst, AIE Site Lead to join our team to support our Product Manager Force Protection Systems (PM FPS) contract. This is a remote position with up to 50% travel.

Duties:

  • Represent the AIE Program Office to the Military Installation (Site) and the AIE installation contractor from pre-site survey through the operations and sustainment of the AIE system. Act as the interface/intermediary between these organizations and as the Program Office SME for the sites assigned.
  • Arrange site meetings/visits, participate in conference calls and design reviews with the site and installation contractor.
  • Confer with the installation contractorโ€™s site manager and Site Points of Contact (POCs) on a weekly basis and report results to the AIE Assistant Product Manager (APM).
  • Coordinate with the site principals (e.g. Directorate of Emergency Services (DES) Physical Security Lead) for installation updates, issues encountered during fielding, testing, and sustainment.
  • Review Government Cost Estimates for the installation and prepare Technical Evaluations of price estimates for the site installation and subsequent modifications.
  • Review and assess technical, cost, and schedule data. Identify shortfalls and potential corrective actions.
  • Prepare Site Survey/Site Design and Implementation Contracts Packages for awarding new AIE-59 and Pure Fleet Sites.
  • Draft, review, staff, file, and update a variety of documents, including memorandums, information and issue papers, briefings, e-mails, and meeting minutes. Documents shall be prepared IAW DoD policies and procedures for the research, development, test and evaluation, and procurement of materiel and shall be sufficiently complete, accurate, and timely to achieve program goals, objectives, and milestones.
  • Maintain a list of required documents for assigned programs with corresponding projected need dates.
  • Participate and provide input to program functional IPTs, Interim Progress Reviews (IPRs), milestone decisions, and required program updates.
  • Coordinate both internal and external conferences, meetings, and reviews for relevant stakeholders, ensuring that locations, phone, and video teleconference lines are properly booked for use; scheduling speakers; developing and providing meeting materials (e.g., day-to-day schedules, agendas, presentations and displays, etc.); and tracking action items as needed. Support each event in person and/or via teleconference, video teleconference, and web conference. In addition, for each meeting conducted, develop meeting minutes and/or an executive summary.
  • Provide input to support annual, monthly, and weekly recurring reports, as needed.
  • Assist in determining appropriate assignments; setting priorities, monitoring progress, and reporting on progress to meet established milestones and deadlines.
  • Identify, manage, and track risks associated with assigned projects/installations.
  • Assist in the review, preparation, and submission of responses to formal taskers related to acquisition and program office operations.

Required Skills & Experience:

  • Must be able to work independently, be detail oriented and organized.
  • Ability to communicate effectively, both orally and in writing, among a variety of audiences.
  • Knowledge of the Microsoft Office suite of software, with specific experience in effective use of Outlook, PowerPoint, Excel, Word, and Project.
  • Knowledge of DoD and Army installation infrastructure preferred.
  • Knowledge of Army Physical Security Program and applicable policies and regulations, preferred.
  • Knowledge of the AIE-3 Help Desk Trouble Ticket process and the ability to effectively interact with the site POCs and Sustainment Team in resolving their AIE related issues, preferred.

Required Clearance:

  • ACTIVE CLEARANCE LEVEL REQUIRED: Secret

Qualifications:

  • Bachelor's degree required. Preferably in program management, engineering, systems management, business management, computer sciences, information management, or a related discipline.
  • Six (6) years of general experience and one (1) year as a practicing analyst responsible for a functional area of an acquisition program.
  • An additional three (3) yearsโ€™ experience in a related field may be substituted for education.

Travel:

Up to 50% travel is expected for this position. Travel may include continental United States and outside continental United States locations and may be up to one (1) month in duration.

Work Environment:

This position will be performed in a variety of locations, including but not limited to, government offices, military bases and depots, warehouse/maintenance shops, and/or field environments that include extended periods outdoors.
