The Civil Engineer performs professional engineering work within the Engineering Division of the Department of Public Works. Under the direction of the Chief Engineer or their designee, the Civil Engineer provides technical knowledge for, oversite of, and analysis of plans and designs; and management of municipal infrastructure and public works projects.

• Plans, designs, manages and administers a variety of municipal infrastructure and public works projects, including sidewalks, streets, bridges, stormwater, flooding, sewers and other assets involving planning, design, construction, operations and maintenance.
• Conducts engineering studies and analyses utilizing reports, maps, plans, survey data, aerial imagery, GIS data, and field investigations. Prepares and reviews engineering calculations, technical reports, cost estimates, specifications, plans, and construction documents in accordance with applicable engineering standards and regulatory requirements.
• Provides project management and administration throughout the project lifecycle, including consultant coordination, contract administration, permitting, stakeholder engagement, construction oversight, budget and oversight of external partners.
• Conducts field inspections and site visits to monitor project progress, verify compliance with approved plans and specifications, and ensure adherence to safety and quality standards.
• Collaborate effectively with residents, contractors, developers, utility providers, regulatory agencies, and community organizations to address concerns, project-related concerns and advance City objectives.
• Ability to manage multiple projects and priorities while meeting schedules and deadlines.
• Utilizes engineering software, computer-aided design (CAD), geographic information systems (GIS), project management tools, and other technologies to support planning, design, permitting, construction and asset management activities.
• May supervise, coordinate, and evaluate the work of technical, inspection, or administrative staff assigned to engineering projects.
• Performs related duties and special projects as assigned.

• Bachelor of Science Degree in Civil Engineering from an accredited college or university.
• 0-3 years of professional work experience.
• Demonstrated knowledge of civil engineering principles, practices, methods, and standards applicable to municipal infrastructure and public works operations. Ability to read and interpret plans and specifications.
• Proficiency with Microsoft Office applications and familiarity with engineering design, CAD, GIS, and project management software.
• Ability to manage and administer projects. Establish and maintain collaborative working relationships with employees, elected officials, contractors, consultants, regulatory agencies, and members of the public.
• Must be a collaborative, results oriented professional with solid analytical and excellent communications skills. Demonstrated commitment to customer service, teamwork, accountability, and continuous improvement.
• Effective written and verbal communication skills, including the ability to prepare technical reports, visual presentations and present information to diverse audiences.
• Ability to read and interpret plans.
• Must be able to perform all essential functions of the job.
• Must possess a valid driver’s license.

• Engineering-in-Training (EIT) certification or Professional Engineer (PE) licensure
• 1-4 years’ experience in municipal engineering, public works, road paving/maintenance, transportation, stormwater management, utility infrastructure and/or construction management
• Proficiency with engineering design, CAD, GIS, and project management software.

The term “limited” means that the successful candidate will perform the job for an undetermined length of time. The position may or may not become permanent.
