Working under the direction of the Public Health Officer, the Deputy Public Health Officer (DPHO) has responsibility for safeguarding the health and well-being of our community through evidence-based policies and proactive interventions. This position plays a key role in promoting equity, preventing disease, and fostering a resilient community. The DPHO provides oversight and ensures effective coordination across Communicable Disease, Public Health Preparedness, and the Emergency Medical Services units. This position is expected to leverage data-driven strategies to identify and mitigate health risks and to ensure timely responses to outbreaks and other emergencies. The DPHO collaborates with the Public Health Officer and other stakeholders to develop and implement public health policies and initiatives that address community health needs, promote disease prevention, and ensure health equity. They support epidemiological studies and data analysis to monitor health trends, identify emerging health issues, and assess the effectiveness of public health interventions. They engage with community leaders, organizations, and the public to understand local health concerns, promote health education and awareness, and build partnerships to address health disparities and improve health outcomes.
Our highly qualified candidate has a comprehensive understanding of public health principles, epidemiology, disease prevention, health promotion, and health disparities. They are able to develop, implement, and evaluate public health policies and programs, considering local health needs, evidence-based practices, and regulatory requirements. They are skilled in conducting epidemiological analysis, interpreting health data, and using evidence to inform decision-making and programmatic efforts. Qualifications Knowledge of:
- The principles and practices of modern medicine, including preventive medicine.
- The principles and practices of Public Health Administration.
- The principles of organization, management and supervision.
- The laws governing medical and nursing practices; and California Public Health laws and regulations.
- The principles of Disaster and Emergency Preparedness and Response, including Biological, Chemical Terrorism and weapons of Mass Destruction.
Ability to:
- Perform medical diagnosis and treatment; analyze and interpret medical and public health data.
- Analyze complex situations accurately and adopt an effective course of action.
- Communicate effectively orally and in writing.
- Establish and maintain effective working relationships with those contacted during the performance of duties.
- Manage and coordinate public health response teams.
- Maintain appropriate medical records.
- Evaluate medical aspects of programs and recommend improvement.
- Promote concern for public health with agency staff, County and city governments and community groups.
Minimum Qualifications Any combination of education and experience that would provide the knowledge and skills listed. Typically, equivalent to graduation from an accredited school of medicine and one year of progressively responsible work in a public health service that include both clinical and managerial experience. Certificates and Licenses
- Possession of a valid California Physician and Surgeons Certificate issued by the California Medical Board.
- Current Controlled Substance Registration Certificate issued by the Drug Enforcement Administration, schedules 2, 2N, 3, 3N, 4 and 5 is desirable.
