Job description
Under the supervision of the Local Intellectual Developmental Disabilities Authority (LIDDA) Director of Intellectual Developmental Disabilities (IDD) Authority Services and IDD Licensed Psychological Associate-Independent Practice (LPA-IP), the IDD Certified Authorized Provider (CAP) has the necessary authority to provide psychological services to individuals being served through IDD services as specified by the Health and Human Services Commission (HHSC), the Best Practice Guidelines, Texas Administrative Code (TAC), and licensing board. The IDD Certified Authorized Provider (CAP) will receive certification through HHSC as a Certified Authorized Provider and operate under that certification during employment. The IDD Certified Authorized Provider (CAP) will conduct psychological testing, scoring, and interpretation to develop and write the report for determining eligibility of HHSC Intellectual Developmental Disabilities (IDD) services in coordination with several divisions of the department. Additionally, the IDD Certified Authorized Provider (CAP) may provide education and training to agencies in the community, internal Center staff, and others as appropriate regarding IDD.
Responsibilities include: Administering, scoring, and interpreting psychological tests, and conducting determinations of intellectual/developmental disability under the certification of Certified Authorized Provider for the following programs: General Revenue, Community First Choice, Home & Community Based Services (HCS) Medicaid Waiver, Texas Home Living Medicaid Waiver, Pre-Admission Screening & Resident Review (PASRR), and for admission to the State Supported Living Center (SSLC) or Intermediate Care Facility-IID placement. Depending on qualifications, other duties may include participating in staffing for diagnosis and treatment planning, in-servicing, and consulting with individuals served, family and staff members. Provide education to stakeholders, agencies, and employees on IDD and how to interact appropriately and professionally with an individual with disabilities. Work requires frequent initiative and independent judgment. This job requires some travel for community-based service provision within the center’s 19 county service area.
All job descriptions include the responsibility to learn about and implement trauma-informed practices within the scope of work for the position. Reassignment is a condition of employment that may occur at the employer’s discretion. Additional job duties may occur depending upon departmental needs. Your work location and hours could change based on program needs.
Education, Training, and Experience
Must have at least a master’s degree in Psychology or School Psychology. Must also have a Licensed Psychological Associate (LPA) licensure, Licensed Specialist in School Psychology (LSSP) licensure, or licensure by the Texas Behavioral Health Executive Council (BHEC) as a Licensed Psychologist. Must be able to be certified as a Certified Authorized Provider by HHS. Â
Applicants must abide by all pertinent licensing board rules, Texas Administrative Code, and Best Practice Guidelines. Must have successful completion of graduate course work in individual intellectual assessment. Must have supervised experience or successful completion of graduate course work in adaptive behavior assessment. Must have at least one year of employment, internship, or practicum in the field of intellectual disability. Preferred at least 2 years of experience in working with individuals with IDD who have a mental health or linking people with IDD to mental health supports.
Must have current driver’s license and be insurable to drive Center vehicles. Must pass all Center-mandated trainings.
Knowledge, Skills, and Abilities
- Psychological testing.
- Must be able to administer, score and interpret diagnostic interviews and testing data.
- Writing – Must prepare psychological evaluation reports and determinations of intellectual/developmental disability.Â
- Mathematics – Basic understanding of mathematics is required in scoring testing.
- Verbal communication – Must provide verbal feedback to staff and to participate in meetings; ability to work effectively with IDD individuals, their families, and other interested groups.
- Operation of general office equipment – Ability to use a copy machine, fax machine, Microsoft Office, and calculator is necessary.
- Performs duties in a manner consistent with the Agency’s commitment and ensures that consumer’s and employee’s, multicultural differences are respected.
- Must display appropriate interpersonal skills with staff, individuals, and families.
- Timeliness of documentation submission.
