This role is designated as match day-only and includes participation in a select number of required training sessions scheduled ahead of the tournament. Reporting operationally to the FIFA Stadium Safety & Security Senior Manager, the Stadium Exterior Security Operations Manager is responsible for overseeing FIFA's engagement with the Last Mile operations, the Private Security Outer Perimeter security operations, operational FIFA sites outside of the stadium walls, and all screening activities conducted at PSA and VSA locations during Match Day operations. 

The role ensures that Private Security personnel assigned to exterior security at the outer perimeter operate in accordance with approved FIFA policies and procedures, the Venue Safety & Security Plan (VSSP), Dot Maps, and Match Day directives. 

The Stadium Exterior Security Operations Manager directly oversees the Stadium PSA/VSA Specialist, and Crowd Management Specialist and maintains operational control of FIFA's exterior security architecture from the Last Mile through the Outer Perimeter up to controlled stadium entry points. 

Key Responsibilities and Oversight 

Operational Delivery - Last Mile & Outer Perimeter 
  • Oversee Private Security personnel deployed across: 
  • FIFA infrastructure in the Last Mile (Accreditation Center and Stadium Ticketing Center) 
  • Outer Perimeter access control points 
  • Pedestrian flow control corridors 
  • Vehicle mitigation zones  
  • Positioning of Hostile Vehicle Mitigation (HVM) structures 
  • Security Operations at Parking Lots 
  • Protest monitoring and public gathering areas (where applicable) 
  • Other FIFA infrastructure outside of the stadium walls 
  • Ensure deployment aligns with approved Dot Maps and VSSP zoning. 
  • Maintain operational integrity of the Stadium Outer Perimeter and prevent unauthorized access to controlled zones. 

Oversight of PSA/VSA Operations 
  • Directly manage and supervise the Stadium PSA/VSA Specialist and Crowd Management Specialist. 
  • Ensure screening operations at PSA and VSA locations are fully integrated within the broader exterior security architecture. 
  • Maintain alignment between screening throughput, crowd flow, and perimeter security posture. 
  • Identify operational gaps between Last Mile, Outer Perimeter, and screening points and implement corrective measures. 

Crowd Flow & Perimeter Integrity 
  • Monitor spectator approach routes and density conditions within the Last Mile footprint. 
  • Support mitigation of congestion and bottlenecks prior to entry screening. 
  • Ensure controlled transition from public domain to secure perimeter. 
  • Coordinate tactical adjustments to deployment when required. 

Compliance & Standards 
  • Ensure Private Security personnel enforce perimeter control and screening measures in accordance with FIFA operational directives. 
  • Confirm proper installation and positioning of barriers, fencing, signage, and vehicle mitigation measures. 
  • Monitor adherence to approved security zoning and escalation protocols. 
  • Identify deviations from approved operational planning and implement corrective actions. 

Incident Management & SOC Coordination 
  • Monitor, document, and report exterior security incidents occurring within Last Mile, Outer Perimeter, PSA, and VSA zones. 
  • Immediately escalate significant issues to the FIFA Stadium Safety & Security Senior Manager and SOC. 
  • Support coordinated incident response in alignment with FIFA Security directives. 
  • Provide timely and accurate situational updates through established reporting channels. 
  • Participate in post-incident reviews where applicable. 

Stakeholder Liaison 
  • Coordinate operationally with: 
  • Stadium PSA/VSA Specialist 
  • Crowd Management Specialist 
  • Private Security supervisors 
  • Stadium Operations 
  • Perform as a FWC2026 SEC liaison with Law Enforcement agencies 
  • City or Host City representatives responsible for public domain security 
  • Ensure clarity of roles, responsibilities, and escalation pathways across all exterior security layers. 

Reporting & Administration 
  • Maintain accurate operational records relating to exterior deployment, perimeter control, and incident management. 
  • Submit Match Day updates and post-match summaries as required. 
  • Support compliance verification, audits, and operational validation processes.

Education & Qualifications
  • Relevant professional certifications in event operations or safety management are an advantage 
Work Experience
  • Minimum 5 years of experience in security operations, preferably in major events, public domain security, or large-scale crowd environments. 
  • Experience supervising or coordinating Private Security services. 
  • Strong understanding of layered security architecture (Last Mile, Outer Perimeter, Screening). 
  • Experience working in coordination with Law Enforcement and public agencies. 
  • Major event or international tournament experience is an advantage. 
Languages
  • Fluent in English. Spanish and/or French proficiency is a plus 
Technology
  • Proficient in MS Office (Excel, Word, PowerPoint, Visio & Project) and planning software and online collaboration tools
