Summary

Purpose

This specialized Technical Sales Engineer drives revenue by developing and closing complex facility infrastructure, energy efficiency, decarbonization and design-build projects on behalf of Willdan. The role provides sales, technical coordination, and relationship management across Willdan's engineering and construction project pipeline, ensuring a seamless proposal, project delivery and customer experience process that reflects Willdan's position as an Ambitious Expert in energy efficiency, engineering, construction, building optimization and infrastructure solutions.

Scope

Target both the MUSH market (Municipalities, Universities, Schools, and Hospitals) and private commercial accounts, navigating public procurement structures and commercial return-on-investment metrics to grow business in and around New York City. Support the sales and business development team in meeting quoting, proposal, and fulfillment targets in a manner that protects gross margin, strengthens client and contractor relationships, and supports Willdan's growth objectives across public and private sector markets. Sell both project solutions and engineering and construction management consulting services.

Working Relationships

Work directly with facility owners, developers, institutions, general contractors, equipment vendors, MEP consultants, architects, engineering teams, project managers, outside sales representatives, and senior leadership to coordinate proposals, technical scope, and project requirements from initial inquiry through fulfillment. Leverage and continually expand an established, active partner network across the NYC metro region to source and win project opportunities.

Essential Duties and Responsibilities:

  • Act as capture manager leading the preparation, structuring, and final delivery of comprehensive technical and financial proposals in response to public RFPs and RFQs.
  • Coordinate closely with internal engineering, project management, and estimating support teams to formulate accurate project costs, labor estimates, and equipment pricing.
  • Prospect, position, and sell high-value engineering and construction management consulting services to facility owners, developers, and institutions across the NYC metro area.
  • Advise clients on building decarbonization pathways and emission limits dictated by NYC Local Laws, including Local Law 97, Local Law 84, and Local Law 87.
  • Conceptualize integrated facility solutions encompassing MEP upgrades, building envelope, water conservation, and renewable energy assets.
  • Structure financial proposals tailored to the client sector - utilizing Energy Savings Performance Contracts (ESPC) for public entities, or rapid payback and CapEx/OpEx modeling for private commercial clients.
  • Navigate public bidding frameworks (e.g., NYC SCA, state agency guidelines, cooperative purchasing contracts) for MUSH accounts, while driving agile, relationship-based negotiated sales in the private sector.
  • Lead preliminary facility walkthroughs, analyze utility data, and collaborate with engineering teams to scope building optimization and retro-commissioning strategies.
  • Prepare and manage customer quotations, proposals, and sales documentation; process sales orders accurately and ensure timely fulfillment.
  • Respond to customer inquiries regarding products, pricing, lead times, and order status; maintain customer records and sales data within CRM and ERP systems.
  • Monitor project timelines and communicate updates to customers and internal stakeholders.
  • Maintain personal contact with key accounts, including general contractors, owners, and developers, to support ongoing pipeline development.
  • Actively engage in a professional or community organization consistent with Willdan's business development goals.
  • Regional Travel: Ability to travel within the tri-state area up to 50% at times, including regular site visits, client meetings, and overnight stays as needed to support regional project development.

The Technical Sales Engineer has the authority to:

  • Lead the capture and proposal development for assigned pursuits, including structuring technical and financial approach and estimating support.
  • Coordinate directly with engineering and operations teams to confirm technical scope and specifications for assigned proposals and quotations.
  • Communicate pricing, project structure, lead time, and order status directly with customers, developers, and contractors.
  • Escalate scope, schedule, or fulfillment concerns to the Director of Business Development or Sr. VP for resolution.

Job Requirements / Qualifications:

  • Education: Bachelor's degree in Mechanical Engineering, Electrical Engineering, Construction Management, or a related technical discipline preferred.
  • Experience: 5+ years of NYC area technical sales experience in energy services (ESCO), MEP design-build, or complex commercial construction.
  • Regional Network: A robust, pre-existing professional network within the New York City construction and engineering ecosystem is highly preferred.
  • Regulatory Knowledge: Deep familiarity with NYC Local Law 97 and related decarbonization frameworks, alongside public sector procurement regulations (MUSH) and commercial real estate drivers.
  • Technical Expertise: Deep familiarity with HVAC systems, building automation (BAS), solar PV, energy modeling, and standard industry guidelines such as ASHRAE.
  • Strong organizational, multitasking, and written/verbal communication abilities; proficiency in Microsoft Office and CRM/ERP systems. Specifically strong proficiency in MS Word, Power Point, and Excel.
  • Strong computer skills and knowledge on how to navigate Ai tools and LinkedIn platform.
  • Demonstrated experience working with both the public and private sectors, including healthcare institutions, city agencies, higher education institutions, multifamily complexes, and pre-K through K-12 schools.
