This is an excellent opportunity for experienced appraisal and assessment professionals who are passionate about public service, leadership, and ensuring fair and equitable property assessments throughout Maryland communities.\r\nThe Assessor Manager serves in a key leadership role responsible for supervising residential assessment operations, mentoring assessment staff, reviewing valuation data, conducting appeals, and ensuring compliance with established appraisal standards and assessment regulations. This position offers the opportunity to apply advanced appraisal knowledge, analytical skills, and operational oversight in a collaborative and service-driven environment.\r\nWe are looking for candidates with strong experience in real property valuation, mass appraisal methodologies, residential assessment practices, and staff supervision. Main Purpose of Job
The position' s main responsibility is to supervise and train\r\na team of residential assessors and team leaders in a local assessment office.\r\nMonitor, review, and approve the work of their team of residential assessors.\r\nComplete property inspections and data entry of changes in the valuation of\r\nresidential property. Conduct appeal hearings. Complete sales analyses ta\r\ndevelop land rates and neighborhood adjustment indexes used in the valuation of\r\nReal Property. Generate and review database reports, edits, and errors. Provide\r\nassistance ta the Supervisor of Assessment, Assistant Supervisor and/or\r\nResidential Assessor Manager in their various duties as another level of\r\nsupervision.\r\n
POSITION DUTIES
Coordinate\r\nand monitor residential reassessment assignment for timely completion; Review\r\nand approve reassessment work logs and work samples completed by staff; Conduct\r\ninspections and process changes for accounts within the reassessment\r\nassignment; Coordinate, monitor, review, and complete reassessment sales\r\nanalyses to establish land rates and neighborhood adjustment indexes within\r\nassignment; Ensure the reassessment of residential, exempt, and agricultural\r\nproperties are valued uniformly at fair market value and ratios meet the\r\nrequirements and objectives of the Department within the required deadlines;\r\nGenerate and review database reassessment error, edits, and reports as directed\r\nby management.\r\n\r\nCoordinate, monitor, and conduct residential appeals\r\nassigned by management; Evaluate and approve 1st level appeal recommendations\r\nmade by staff; Conduct, review, and assist staff in their PTAAB and MD Tax\r\nCourt case and appraisal preparation; Appeal hearings at various levels are ta\r\nbe completed as that they meet the requirements and objectives of the\r\nDepartment within required deadlines.\r\n\r\nCoordinate and monitor residential new construction\r\ninspection cycles for timely permit processing assigned by management; Track\r\nand code permits scheduled for new construction within database; Review and\r\napprove completed new construction and work logs submitted by staff; Conduct\r\ninspections and process changes on residential new construction, demolition, or\r\nchange in use permits; Ensure the valuation and completion of permits meet the\r\nrequirements and objectives of the Department within required deadlines.\r\n\r\nCoordinate and complete the review of database account\r\nedits, errors, and reports for the current tax year database as assigned by\r\nmanagement to meet the requirements and objectives set by the Department within\r\nthe required deadlines; Update database tables with neighborhood adjustment\r\nindex and land rate changes accurately; Complete necessary DoIT forms as\r\ndirected by management; Review property transfers for proper conveyance coding\r\nso that they meet the requirements and objectives set by the Department within\r\nrequired deadlines.\r\n
MINIMUM QUALIFICATIONS
Experience: Nine years of experience, four years of appraisal\r\nexperience estimating the value of real property performed in accordance with\r\nthe provisions of the Uniform Standards of Professional Appraisal Practice\r\nCode, and five years of appraisal experience involving the valuation of real\r\nproperty and completion of the International Association of Assessing Officers\r\nCourse 101, 102 and 300 or equivalent courses approved by the Department of\r\nAssessments and Taxation.\r\nNotes:\r\n1. Candidates may substitute the possession of a bachelor's degree\r\nfrom an accredited college or university, for the four years of the required\r\nappraisal experience estimating the value of real property performed in\r\naccordance with the provisions of the Uniform Standards of Professional\r\nAppraisal Practice Code.\r\n\r\n\r\n2. Candidates may substitute U.S. Armed Forces military service\r\nexperience as a commissioned officer in tax examining classification or tax\r\nexamining specialty codes in the accounting and budget group field of work on a\r\nyear-for-year basis for the required experience.\r\n\r\n\r\n
DESIRED OR PREFERRED QUALIFICATIONS
Preferred\r\nQualifications - Assessor Manager (003031)\r\n\r\nDemonstrated knowledge of accepted principles, concepts,\r\nmethods, practices, terminology, theory, and techniques in the assessment and\r\nappraisal of real property, including residential valuation and mass appraisal\r\nmethodologies.\r\n\r\nExperience assessing residential real property for tax\r\npurposes within Maryland or a comparable jurisdiction, including application of\r\nstate and local assessment laws, regulations, and valuation procedures.\r\n\r\nStrong verbal and written communication, interpersonal,\r\nanalytical, and problem-solving skills, with the ability to maintain effective\r\nprofessional relationships with staff, management, and customers.\r\n\r\nAdvanced proficiency in Microsoft Word and Excel and/or\r\nGoogle Docs and Sheets, including preparing managerial reports, analyzing\r\nassessment data, tracking performance metrics, and supporting operational and\r\nsupervisory decision-making. Working knowledge and experience using the AAVS\r\nprogram\r\n\r\n
LIMITATIONS ON SELECTION
\r\nMust be willing to work in\r\nthe Prince George's County Assessments Office.\r\n\r\n
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned\r\nduties which require the operation of a motor vehicle. Employees assigned such\r\nduties will be required to possess a motor vehicle operator's license valid in\r\nthe State of Maryland.\r\n
SPECIAL REQUIREMENTS
1. Employees in this classification may be required to have daily\r\nuse of a motor vehicle while on official State business.
