Job description

Position Summary
Prometheus Federal Services (PFS) is a trusted partner of federal health agencies. We are seeking the addition of an experienced VA Operations & Program Integration Subject Matter Expert (SME) to support large-scale transformation initiatives within the Veterans Health Administration (VHA), including enterprise patient scheduling, digital health modernization, and cross-functional operational improvement efforts. This role will serve as the connective tissue across government stakeholders, contractors, technology vendors, and implementation teams. The successful candidate will provide strategic program integration, operational governance, business process oversight, and project management support to ensure that complex initiatives are aligned, well-defined, and successfully executed. The ideal candidate brings deep knowledge of VA operations, healthcare transformation, and the ability to operate effectively at the intersection of business, technology, and program delivery.
Essential Duties & Responsibilities
  • Lead enterprise-level program integration activities across multiple workstreams, ensuring alignment of operational, technical, and strategic objectives.  
  • Establish and maintain governance structures, decision-making processes, operating rhythms, and performance reporting frameworks for complex healthcare transformation initiatives.  
  • Facilitate collaboration among VHA leadership, program offices, contractors, technology vendors, and implementation partners to drive successful outcomes.  
  • Analyze and document current-state and future-state business processes, operational workflows, organizational structures, and program dependencies.  
  • Identify operational gaps, resource constraints, and process improvement opportunities and develop actionable recommendations.  
  • Support requirements management activities, including gathering, validating, documenting, and maintaining business and functional requirements.  
  • Develop and maintain program artifacts, including roadmaps, integrated master schedules, implementation plans, risk registers, dependency trackers, and executive briefings.  
  • Monitor and manage program risks, issues, assumptions, and dependencies and facilitate resolution through established governance channels.  
  • Coordinate activities across multiple technology and operational initiatives to ensure alignment with enterprise objectives and implementation timelines.  
  • Support acquisition planning, contractor coordination, and performance management activities by providing strategic advice and operational insight.  
  • Collaborate with technical teams to ensure solutions align with business requirements, operational processes, and user needs.  
  • Support executive leadership with strategic communications, decision support materials, portfolio reporting, and program analyses.  
  • Establish metrics and performance measures to evaluate program progress, operational effectiveness, adoption, and business outcomes.  
  • Facilitate stakeholder engagement sessions, workshops, interviews, and working groups to build consensus and drive informed decision-making.  
  • Support healthcare operations modernization initiatives, including patient scheduling, workforce transformation, digital service delivery, and veteran experience improvements.  
  • Apply knowledge of VA policy, governance, and organizational dynamics to support successful program execution in a highly matrixed environment.  
Minimum Qualifications
  • Bachelor's degree from an accredited institution.  
  • Minimum of ten (10) years of professional experience supporting federal healthcare programs, with a strong preference for Veterans Affairs experience.  
  • Minimum of seven (7) years of experience leading program management, operations modernization, business transformation, or strategic integration efforts.  
  • Demonstrated experience supporting complex, multi-stakeholder initiatives involving government, contractor, and technology vendor teams.  
  • Experience supporting enterprise healthcare technology implementations, digital transformation programs, or large-scale operational improvement initiatives.  
  • Knowledge of Veterans Health Administration (VHA) operations, healthcare delivery models, governance structures, and business processes.  
  • Experience facilitating executive-level governance forums and presenting to senior government leadership.  
  • Strong business process analysis, operational assessment, and requirements management skills.  
  • Experience developing and maintaining project plans, schedules, governance artifacts, risk management documentation, and executive reporting products.  
  • Ability to synthesize complex operational, technical, and organizational information into actionable recommendations.  
  • Proficiency with Microsoft Office 365 applications, including Word, Excel, PowerPoint, Teams, SharePoint, and Visio.  
  • Excellent written and verbal communication skills with the ability to effectively engage executive, operational, technical, and frontline stakeholders.  
  • Ability to work independently and effectively within multidisciplinary teams in a fast-paced environment.  
  • Ability to work in the U.S. indefinitely without sponsorship 
  • Ability to obtain a public trust 

Preferred Qualifications 

  • Master's degree in Healthcare Administration, Public Administration, Business Administration, Information Systems, or a related field.  
  • Experience supporting Enterprise Patient Scheduling (EPS), community care, direct care, veteran self-service platforms, or healthcare scheduling operations.  
  • Project Management Professional (PMP), Lean Six Sigma, Certified Scrum Master (CSM), Prosci, or similar certification.  
  • Experience supporting VHA, VBA, OIT, or other federal healthcare organizations.  
  • Familiarity with Agile delivery methodologies, portfolio management processes, and enterprise governance frameworks.  
  • Experience coordinating large contractor ecosystems, system integrators, and/or enterprise technology vendors.

The posted salary range is the company’s good-faith estimate for this role. PFS benefits and compensation are determined by various factors, including, but not limited to, location; the individual's particular combination of education, knowledge, skills, competencies, and experience; as well as contract and organizational requirements.

Salary Range: $110,000 - $130,000
