Location: Prairie County, Montana (Project Site)
Position Type: Full-Time, Project-Based / Federal Construction Support
Period of Performance: September 17, 2026 through December 16, 2027 (approximately 65 weeks)
Compensation:  $80,000-95,000. Compensation decisions depend on a wide range of factors, including but not limited to location, skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.

Position Overview:
Project Solutions Inc. (PSI) is seeking an experienced Construction Project Engineer (CPE) to support the Federal Highway Administration (FHWA), Western Federal Lands Highway Division (WFLHD), on the MT PRAIRIE 2016(3), Milwaukee Bridge Resurfacing and Rehabilitation project in Prairie County, Montana. This project consists of the rehabilitation of the historic Milwaukee Road Bridge, including installation of new precast concrete deck panels, concrete armor units for scour remediation, bridge deck and bridge rail replacement, pier repairs, sub-excavation, grading, aggregate surfacing, and riprap improvements.
The Construction Project Engineer will provide professional construction engineering support, monitor contractor operations, ensure compliance with project plans and specifications, coordinate with federal stakeholders, and assist in delivering the project safely, efficiently, and in accordance with Federal Highway Administration requirements. The successful candidate must be capable of working independently and possess prior experience with FHWA Federal Lands systems and processes.
This role is contingent upon contract award and project funding. Employment is not guaranteed and will proceed only if the associated contract is awarded and funded.
Responsibilities and Duties:
  • Provide construction engineering and project oversight services for FHWA bridge rehabilitation projects.
  • Monitor contractor activities to ensure compliance with contract plans, specifications, quality requirements, and safety standards.
  • Coordinate construction activities with FHWA representatives, contractors, inspectors, and project stakeholders.
  • Review and evaluate project schedules and perform Critical Path Method (CPM) schedule analysis.
  • Maintain project documentation, field reports, daily diaries, and construction records.
  • Track quantities, progress payments, and contract modifications.
  • Assist with construction meetings, project correspondence, and problem resolution.
  • Evaluate construction means, methods, and sequencing for compliance with contract requirements.
  • Support quality assurance and quality control processes throughout construction.
  • Verify materials testing and inspection results as applicable.
  • Assist with project closeout activities, punch list development, and final acceptance documentation.
  • Work extended hours, overtime, night shifts, and weekends as required to support project operations.

Qualifications Required – Education, Knowledge and Skills
Education:
  • Bachelor's degree in Civil Engineering, Construction Management, Engineering Technology, or a closely related field.
  • 5 years of on-site project administration in a project position or 10 years of progressively responsible experience in highway/bridge construction projects.
  • Equivalent combination of education and directly relevant construction engineering experience may be considered.

Required Knowledge and Experience:
  • Demonstrated experience supporting highway and bridge construction projects.
  • Experience with bridge rehabilitation, repair, or replacement projects.
  • Knowledge of construction contract administration and engineering principles.
  • Experience reviewing contractor schedules and performing CPM schedule analysis.
  • Ability to interpret plans, specifications, special provisions, and contract documents.
  • Proficiency in Microsoft Office Suite, Microsoft OneNote, Adobe Acrobat, and other standard project management software.
  • Experience working independently in a field construction environment.
  • Strong written and verbal communication skills.
  • Valid driver's license and ability to travel to project locations.

  • Professional Engineer (PE) license.
  • Previous experience supporting Federal Highway Administration (FHWA), Federal Lands Highway, U.S. Department of Transportation, National Park Service, or other federal construction programs.
  • Experience utilizing Federal Lands Highway systems and processes.
  • Experience administering federally funded transportation infrastructure projects.
  • Prior experience serving in a Construction Project Engineer role on bridge rehabilitation or transportation projects.
  • Working knowledge of FHWA construction manuals, specifications, and materials requirements.

Work Environment:
  • Primarily field-based construction assignment located in Prairie County, Montana.
  • Extended site presence required during active construction operations.
  • Frequent interaction with contractors, inspectors, government representatives, and project stakeholders.
  • Overtime and night shift work may be required based on project needs
