Project Manager
The City of Alexandria's Department of Information Technology Services (ITS) is seeking an experienced Project Manager to lead, manage, and deliver complex IT projects across the City. This position oversees all phases of the project life cycle-from initiation and planning through execution, monitoring, and close-out-ensuring projects are delivered on time, within scope, and on budget. Projects may include enterprise IT systems, infrastructure upgrades, and IT-sponsored initiatives that often cross departmental lines and have significant organizational impact.
The Project Manager serves as the principal point of contact for assigned projects, providing leadership to cross-functional project teams, coordinating resources across multiple projects, managing risks, and ensuring quality deliverables. This role requires an executive presence and the ability to collaborate effectively with stakeholders at all levels, including City leadership.
Key Responsibilities:
  • Lead projects from conception to close-out, managing scope, schedule, budget, risk, and resources.
  • Develop detailed project plans, milestones, dependencies, and deliverables using project management software.
  • Coordinate project teams, assign responsibilities, and monitor performance across departments, contractors, and vendors.
  • Facilitate stakeholder engagement, including meetings, project status updates, and communication plans.
  • Conduct business case analyses, prepare project charters, cost estimates, expected benefits, and ROI assessments.
  • Apply change management practices to address scope changes, budget variances, and other project contingencies.
  • Manage post-implementation activities, including lessons learned, application transitions, decommissioning, and data archiving strategies.
  • Organize employee training for new products and technologies and ensure training documentation is available.
  • Ensure compliance with the City's ITS/EPPM standards, governance processes, and reporting requirements, including proactive risk management practices that address both cybersecurity and project-related risks throughout the project lifecycle.
  • Monitor project activities, escalate unresolved issues, and recommend solutions to stakeholders.
  • Oversee vendor and contractor integration, reviewing deliverables and providing technical guidance.
  • Support application portfolio management by providing leadership and expertise on project alignment with strategic initiatives.

About the Department:The Information Technology Services Department is responsible for enterprise technology operations for the City of Alexandria. ITS provides technology services and solutions to City departments to enhance service delivery. ITS aligns its work with City needs by providing leadership, resources, expertise, and products that enable departments to better serve the City's residents, businesses, and visitors. ITS resources support initiatives funded through the multi-year Information Technology Capital Improvement Plan (IT/CIP) to improve the overall technology landscape. The City of Alexandria's ITS Department has been a Top Ten National Finalist in the Digital Cities Award program for more than 20 years.
Minimum & Additional Requirements
Minimum:
Two-Year College Degree; three years of comprehensive project management experience in full life-cycle information technology project management that includes three years experience in directing and leading technical project teams; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
Preferred Qualifications
Preferred:
  • Bachelor's degree or higher.
  • Five or more years directing complex IT projects of substantial scope and cost.
  • PMP and ITIL certification.
  • Experience with COTS software implementations, vendor management, and contract negotiations.
  • Proven ability to build relationships and communicate effectively with stakeholders at all organizational levels.
  • Strong analytical, problem-solving, and crisis management skills.
