Job description

ReconCraft is seeking an on-site Project Manager who will be responsible for overseeing the entire lifecycle of key projects, ensuring that each one is executed efficiently and meets client specifications, budgets, and deadlines. This role will require you to manage project scope, scheduling, estimating, resources, and budgets while ensuring the quality of deliverables. Additionally, you will work cross-functionally with engineering, production, logistics, and client teams to ensure timely project delivery and superior customer satisfaction. This position reports directly to the Director, Program Management Office (PMO).
Responsibilities (include but are not limited to):
  • Project Scope & Planning: Manage the scope of the project, including defining and controlling project deliverables. Develop detailed project and resource estimates and establish clear milestones and completion dates from initial vessel orders through post-delivery support.
  • Program Scheduling: Support development and maintenance of comprehensive project schedules that contribute to an Integrated Master Schedule (IMS). Ensure that milestones are met on time and within budget while managing all resources effectively.
  • Resource & Budget Management: Responsible for estimating, allocating, and managing resources, while maintaining control over project budgets. Ensure that all aspects of the project are delivered on schedule and within budget, without compromising quality.
  • Cross-Functional Coordination: Work closely with all internal departments-engineering, procurement, production, quality assurance, and logistics-to ensure timely execution and successful delivery of projects. Ensure all project deliverables are on track.
  • Client Communication & Escalation Management: Maintain direct communication with customers throughout the project lifecycle, addressing any concerns or escalation issues that arise. Manage client expectations to ensure satisfaction, meeting both technical and contractual requirements.
  • Status Reporting: Own the status reporting process, including providing regular updates on project milestones, performance against budget, key risks or issues, and all contract deliverables. Maintain clear communication with Project Controls on the Earned Value Analysis (EAC) and Key Performance Indicators (KPIs) to support ongoing reporting of the program portfolio.
  • Risk & Issue Management: Proactively identify potential project risks and develop mitigation strategies. Address and resolve issues that may affect project timelines, quality, or cost.
  • CPAR Management: Maintain positive Corrective Action/Preventive Action Reports (CPARs) for all programs, ensuring a continuous focus on improving performance.
  • Asset Delivery & Training: Oversee and facilitate the delivery of completed marine craft to clients, ensuring all necessary training and activation processes are in place, both within the U.S. (CONUS) and internationally (OCONUS).
  • Global Logistics & Operations Support: Support the production teams through clear work package requirements, ongoing project communication, and process improvements. Ensure that the required infrastructure and support systems are in place to meet delivery schedules and all contractual requirements.
  • Continuous Improvement: Contribute to process improvements across project management practices and workflows, ensuring a focus on efficiency, cost-effectiveness, and quality.

Essential Job Qualifications:
  • Education: Bachelor's degree in Engineering, Business Administration, or a related field.
  • Experience:
    • Minimum 5 years of experience in project management, with a proven track record of managing complex, multi-disciplinary projects.
    • Experience in managing government contracts or defense-related projects is desired.
  • Certifications:
    • Preferred: Project Management Professional (PMP) certification.
    • Preferred: Scrum certification (CSM, PSM, or equivalent).
  • Technical Skills:
    • Knowledge of Program Management Institute (PMI) best practices
    • Proficiency in project management software such as Microsoft Project, Asana, or Jira.
    • Preferred: Proficiency in Primavera P6 (Primavera Project Management Software).
  • Knowledge & Expertise:
    • In-depth understanding of project management processes, including scope definition, scheduling, resource allocation, budgeting, and risk management.
    • Familiarity with government contracting processes, including compliance and procurement regulations.
  • Communication Skills: Excellent communication and interpersonal skills, with the ability to manage client relationships, internal stakeholders, and team collaboration.
  • Leadership: Strong leadership capabilities with experience in directing cross-functional teams to meet project objectives.
  • Attention to Detail: Strong organizational skills with the ability to track and manage multiple projects and tasks simultaneously.
