NOVACES is seeking a SME Project Management Specialist to serve as Project Manager and Key Personnel for a U.S. Coast Guard Surface Forces Logistics Center Business Operations Division support opportunity in Baltimore, MD.

The Project Manager will be responsible for leading and coordinating strategic initiatives, modernization efforts, and business process improvement projects in support of SFLC-BOD. This role will serve as the primary point of contact for the Contracting Officer and Contracting Officer's Representative and will be responsible for coordinating contractor work across the team.

The successful candidate will provide project management support with minimal guidance, lead diverse and matrixed teams, support joint working groups, facilitate stakeholder engagement, develop project plans and POA&Ms, manage schedule/risk/resource considerations, prepare decision-maker artifacts, and deliver professional reports throughout the project lifecycle. The role may involve Agile project management methods and tools such as Azure DevOps, Jira, Confluence, or similar platforms.

Work may include supporting business process improvement and modernization initiatives, coordinating integrated teams, developing implementation plans, tracking actions to completion, facilitating meetings, and ensuring projects are delivered on time, within scope, and to high professional standards.

This is a proposal-contingent position supporting anticipated work on site in Baltimore, MD. Work may be performed through a mix of onsite and remote support from a CONUS location, subject to Government direction and approval.

Education: Bachelor's degree in business administration, management, project management, operations, engineering, information systems, public administration, logistics, or a related field. Equivalent combination of education, professional certification, and relevant federal project/program management experience may be considered.

Experience: 10+ years, senior-level project/program management experience supporting federal, DHS, DoD, Coast Guard, logistics, modernization, business process improvement, or data-enabled transformation efforts.

Certifications: PMP preferred; Agile/Scrum helpful

Must be able to obtain a Tier 1 clearance.
