Key Focus: We need a senior PMO Project Manager coach who should not be a delivery focused Project Manager - This is about project standards and a PMO framework. This is part of the PMO. They will be implementing Standards and process for all the PMs to use. The PMO Project Manager plays a critical leadership role within the IT organization, responsible for coaching, guiding, and mentoring Program Managers, Project Managers, and Project Coordinators. This role ensures adherence to established project management processes while driving strategic alignment, execution excellence, and portfolio transparency across the enterprise. As a subject matter expert (SME), the PMO Project Manager will lead the design, development, and continuous improvement of project management methodologies, standards, and reporting tools to support Flagstar's business goals and IT delivery excellence.

Skills & Job Responsibilities

  • Leadership & Coaching:
    • Lead, coach, and mentor Program Managers, Project Managers, and Project Coordinators to ensure high performance and consistent adherence to PMO standards.
    • Provide hands-on guidance and support in project delivery, risk and issue management, and stakeholder communication.
    • Promote a culture of continuous improvement, accountability, and strategic alignment.
  • Project & Portfolio Governance:
    • Drive the execution of enterprise-wide project management disciplines and methodologies within the PMO.
    • Develop and maintain policies, procedures, templates, and tools to ensure consistency and quality across all projects.
    • Oversee governance processes that ensure compliance with established standards and controls.
  • Strategic Execution & Delivery Management:
    • Act as a trusted advisor to IT leadership on project delivery, resource management, and program health.
    • Partner with stakeholders to ensure project initiatives align with strategic business objectives and deliver measurable outcomes.
  • Performance Monitoring & Reporting:
    • Define, implement, and manage portfolio metrics and KPIs that measure the health, performance, and value delivery of projects and programs.
    • Deliver timely and accurate dashboards and reporting for executive leadership, including CIO and IT Directors.
    • Ensure real-time visibility into project status, risks, and impacts at the portfolio level.
  • Process Improvement & Change Management:
    • Continuously assess and evolve the PMO framework to adapt to changing business priorities, project complexity, and emerging technologies.
    • Lead initiatives to enhance project lifecycle management, from initiation through closure, with a focus on enterprise impact and risk mitigation.
  • Subject Matter Expertise:
    • Serve as the go-to expert for project management methodologies (Agile, Waterfall, Hybrid) and tools.
    • Educate and evangelize project management best practices across the IT organization.
    • Champion efforts to increase project management maturity across the enterprise.

Qualifications

  • Bachelor's degree in Business Administration, Information Technology, or related field required.
  • PMP, PgMP, or equivalent project management certification strongly preferred.
  • Agile certifications (SAFe, PMI-ACP, etc.) are a plus.

Experience:

  • 10+ years of progressive experience in project and program management, preferably within IT.
  • 3+ years of experience leading or working in a Project Management Office (PMO).
  • Proven experience coaching and mentoring project management professionals.
  • Strong background in portfolio management, project governance, and enterprise reporting.

Skills:

  • Exceptional leadership, communication, and interpersonal skills.
  • Expertise in project management tools (e.g., Microsoft Project, Planview, Clarity, JIRA, Smartsheet).
  • Analytical and detail-oriented with a strong focus on business outcomes.
  • Ability to manage multiple priorities and stakeholders in a fast-paced environment.
