Job Summary
This position can be filled at either a Facilities Project Manager I, II, or III level contingent upon the qualifications and experience of the selected candidate.
Manages major capital projects related to Facilities construction, including, but not limited to, new construction of commercial and operating facilities, greenfield construction, full renovations of existing buildings, and other projects supporting corporate and business unit operations. Manages a portfolio of projects totaling up to $20 million annually at the Facilities Project Manager I level and up to $100 million annually at a Facilities Project Manager III level. Provides business development support, site development, permitting support, scope development, contract negotiations, architectural and engineering contracts, construction contracts, construction activities, commissioning, and transition to commercial operation. Applies relevant building construction and engineering principles in civil, mechanical, electrical, structural, and related technologies for project completion. Manages project budget, timeline and full project schedule, coordinating with all affected groups. Prepares scopes of work and cost estimates by working with facility customers, management, and contractors. Where applicable, ensures facility designs align with National Building Codes, Local Building Codes, and other regulatory agencies. Works with Procurement, leveraging purchasing power and competition to minimize costs. Analyzes and suggests alternative solutions, maximizing value through engineering. Develops and manages project estimates, budgets, and schedules. Tracks all financial activity, using internal finance software. Reviews and tracks contracts, submittals, and change orders. Ensures contractors are complete work per established agreements, and within established safety and environmental protocols. Leads and manages large and diverse stakeholder teams representing multiple business units, levels of management, and priorities. Ensures site safety, environmental, and construction activity is performed in accordance with Dominion Energy policy, local regulations, and state regulations. Responds to contractor performance problems.
Manages payment and contractual decisions. Resolves customer concerns or complaints. Coordinates hand-off of completed projects to Operations & Maintenance groups. Ensures all projects are completed "on time, on scope, and on budget." This includes leading internal teams from multiple disciplines and departments including business unit customer construction, operations, external affairs, corporate communications, legal, environmental, risk management, IT, and financial analysis. Supports Programs or Business Units in strategic planning, including securing funding through executive level business cases, presentations, and reporting. Project Manager III position is capable of mentoring other junior team members in aspects of project initiation, development, and execution. All positions will have Non-Dominion Energy Workers reporting to them.

Required Knowledge, Skills, Abilities & Experience
Facilities Project Manager I: 0-2 years demonstrated project management experience.
  • Familiarization with applying relevant building construction & engineering principles in civil, mechanical, electrical, structural projects, and related technologies for project completion.
  • Basic understanding in Microsoft Office Suite (Word, Excel, PowerPoint, Project, SharePoint).
  • Ability to manage projects generally < $1 million (e.g. small renovations, upfits, generators, minor office renovations, etc.)
  • Good planning, organizational, and project management skills.
  • Strong team building, conflict management, and customer relations skills.
  • Strong verbal and written communication skills, including interpersonal, facilitation, and presentation capabilities.
  • Well-versed in using a smartphone, email, and other digital communication.
  • Ability to read, interpret, and communicate construction drawings and specifications.
  • Ability to manage multiple projects, at multiple locations, simultaneously.
  • Ability to manage employees move coordination, in conjunction with renovations and new construction.

Facilities Project Manager II: In addition to the above experience, the Level II must also have: 3-4 years demonstrated project management experience.
  • Proficiency in applying relevant building construction & engineering principles in civil, mechanical, electrical, structural projects, and related technologies for project completion.
  • Excellent planning, organizational, and project management skills.
  • Ability to manage projects generally between $1 million - $20 million (e.g. new construction, greenfield construction, full office renovations).

Facilities Project Manager III: In addition to the above experience, the Level III must also have: 5+ years demonstrated project management experience.
  • Fully proficient in site safety, environmental, and construction requirements of facility construction project practices, in accordance with Dominion Energy policy and local and state regulations, permitting, legal, and code requirements.
  • Fully proficient in applying relevant building construction and engineering principles in civil, mechanical, electrical, structural projects, and related technologies for project completion.
  • Fully proficient in Dominion Energy's SAP finance system and budget management practices.
  • Ability to manage projects generally between $1 million - $50 million (e.g. new construction, greenfield construction, full office renovations).
  • Ability to build, motivate, and manage large and diverse stakeholder teams representing many different departments, business units, priorities and interests.
  • Ability to work with Real Estate and Environmental groups, reviewing potential new land and property acquisitions for new construction.
  • Ability to develop high-level project estimates.
  • Ability to resolve contractor performance issues and manage conflict effectively.

  • Sustainability building practices experience.

Education Requirements
Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education: Associate's or Bachelor's (see below).
Preferred disciplines: Construction Management, Engineering, or related discipline.
Preferred Degree (equivalency accepted in lieu of required degree):
Project Manager I - Preferred Associate's Degree in related field or High School Diploma with 2 years project management experience.
Project Manager II - Preferred Bachelor's Degree in related field or Associates Degree with 6 years project management experience.
Project Manager III - Preferred Bachelor's Degree in related field or Associates Degree with 10 years project management experience.
