Job description

Consultant SOW and Required Experience

Purpose: The Consultant helps the Awards Management team review and manage terms and conditions for potential opportunities and for grants and contracts that have been awarded to Winrock International (WI). The Consultant will be responsible for ensuring proper management of and compliance with awards funded by different institutions, particularly private philanthropy foundation funds, corporate funds and foreign government funds.

Overview: The Consultant works with Awards Management to support the workflow of the assigned awards to ensure compliance with award terms and conditions, applicable regulations, and WI policy. Supervises, researches, and interprets award compliance requirements; advises Awards Management on appropriate solutions; and helps in the development of guidance documents and other tools.

Scope of Work

  • Provides guidance and identifies area of improvement to ensure award functions are implemented consistently across the global organization.
  • Coordinates with Awards Management to develop, review and revise award documents and supports negotiations of award terms to ensure a favorable outcome for Winrock.
  • Prepares and delivers award briefs, advising on award compliance requirements.
  • Create sub agreement templates to comply with various funders' requirements
  • Research and interpret funder rules and regulations and recommends risk mitigation strategies and solutions to program staff.
  • Remains current on changes within the industry through resource sites, publications, and continuing education, and provides training and refresher sessions on pertinent topics.
  • Performs additional responsibilities relevant to the above as assigned.

Qualifications

  • Comprehensive understanding of the international development donor landscape.
  • Demonstrated ability to interpret diverse donor regulations, assess contractual risk, and develop practical compliance solutions that support effective program implementation.
  • Demonstrated experience managing awards funded by private foundations and corporate donors, including negotiating and administering grant agreements, ensuring donor compliance, supporting reporting requirements, managing amendments, and advising project teams on the unique requirements of philanthropic and corporate funding.
  • Demonstrated knowledge of and experience working with foreign government and multilateral development bank and international organization funding regulations, compliance frameworks, and contractual requirements. Demonstrated knowledge of multilateral development bank and international organization funding requirements, including the World Bank, Asian Development Bank (ADB), African Development Bank (AfDB), European Bank for Reconstruction and Development, Inter-American Development Bank (IDB), United Nations agencies, Green Climate Fund, Global Environment Facility, and other international financial institutions.
