Position Overview:

The Program Manager serves as the overall project lead, providing leadership, direction, and oversight for all aspects of contract execution. This role is responsible for managing project performance, staffing, quality, risk, schedule, and stakeholder engagement while ensuring program activities, deliverables, and resources are effectively managed in accordance with contract requirements. Working collaboratively with government stakeholders, project teams, and external partners, the Program Manager provides strategic guidance to support the successful execution of healthcare transformation, digital health, artificial intelligence (AI), and innovation initiatives. Through effective planning, communication, and operational leadership, the Program Manager ensures contract objectives are achieved while promoting collaboration, accountability, and high-quality program delivery.

Key Responsibilities:

  • Provide overall leadership, direction, and oversight for contract execution, ensuring project activities, deliverables, and resources are managed in accordance with contract requirements.
  • Serve as the primary point of contact for government stakeholders, fostering collaborative relationships and ensuring effective communication throughout the project lifecycle.
  • Lead project planning, execution, and performance management activities while overseeing project scope, schedule, quality, risk, staffing, and resource allocation across multiple concurrent initiatives.
  • Provide strategic leadership and guidance to project teams, ensuring alignment with program objectives, contract requirements, and organizational priorities.
  • Oversee the development and delivery of executive-level briefings, reports, dashboards, presentations, and other contract deliverables to support informed decision making.
  • Promote collaboration across stakeholders, project teams, and external partners to support successful planning, implementation, evaluation, and continuous improvement efforts.
  • Support Agile and SAFe delivery practices by providing leadership during planning activities, facilitating cross-functional coordination, and promoting continuous improvement throughout the project lifecycle.
  • Lead project kickoff meetings and provide executive oversight for pilot activities, training initiatives, project completion reports, and other implementation deliverables to ensure successful execution and compliance with contract requirements.
  • Oversee the development, quality, and timely delivery of monthly implementation progress dashboards, monthly program status reports, executive briefing materials, digital health pipeline dashboards, evaluation plans, and other contract deliverables to support government reporting requirements and executive decision-making.
ย  Required Qualifications:
  • Bachelor's degree in Business Administration, Healthcare Administration, Public Health, Information Systems, Project Management, Communications, or a related field.
  • Eight (8) or more years of professional experience leading federal program management, healthcare transformation, digital health, or technology initiatives supporting Federal Government clients.
  • Three (3) or more years of experience supporting Federal Government agencies, preferably within the Department of Veterans Affairs (VA), Department of Defense (DoD), Defense Health Agency (DHA), Department of Health and Human Services (HHS), or other Federal healthcare organizations.
  • Demonstrated experience managing complex projects or programs, including oversight of project scope, schedule, budget, quality, risk, and resource management.
  • Experience leading cross-functional teams and managing multiple concurrent projects while ensuring successful delivery of client objectives.
  • Experience serving as the primary point of contact for government clients and project leadership, with demonstrated success building collaborative relationships and driving project outcomes.
  • Demonstrated experience overseeing project planning, performance management, issue resolution, and contract deliverables in a fast-paced environment.
  • Experience developing and presenting executive-level briefings, strategic recommendations, program status reports, and client-facing deliverables.
  • Strong leadership, communication, and interpersonal skills, with the ability to influence stakeholders, facilitate decision-making, and lead multidisciplinary teams.
  • Demonstrated ability to identify and mitigate program risks, resolve complex issues, and make sound decisions that support successful project execution.
Preferred Qualifications:
  • Master's degree in Business Administration, Healthcare Administration, Public Health, Information Systems, Project Management, Communications, or a related field.
  • Experience leading digital health, healthcare innovation, artificial intelligence (AI), or healthcare technology programs.
  • Experience overseeing strategic planning, stakeholder engagement, organizational change management, or enterprise transformation initiatives.
  • Experience managing Agile and SAFe delivery teams and supporting iterative project delivery methodologies.
  • Project Management Professional (PMP), Program Management Professional (PgMP), Certified ScrumMaster (CSM), SAFe certification, PMI Agile Certified Practitioner (PMI-ACP), Lean Six Sigma, or a comparable project management or Agile certification.
