Job description

Dulany Industries is seeking an experienced Project Manager to oversee the development and construction of major marine terminal infrastructure projects, including wharf and berth structures, dredging operations, and associated terminal facilities.


Acting as the Owner's Representative, this role provides overall leadership and accountability for project execution from design development through construction completion. The successful candidate will work closely with design-build contractors, engineering consultants, regulatory agencies, and company leadership to ensure projects are delivered safely, on schedule, within budget, and in compliance with contractual requirements.


This is an outstanding opportunity to play a key role in the delivery of significant marine infrastructure projects in the southeast.


Key Responsibilities:

  • Serve as the Owner's Representative on wharf, dredging, and terminal construction projects.
  • Manage day-to-day coordination with design-build contractors, engineering consultants, and project stakeholders.
  • Track and enforce contractual deliverables within a Progressive Design-Build framework, including milestone schedules. Guaranteed Maximum Price (GMP) development, and phase-gate requirements.
  • Monitor project progress through key design milestones, reviewing cost estimates, constructability recommendations, and value-engineering opportunities.
  • Coordinate dredging activities, including berth planning, disposal area management, permitting requirements, and environmental compliance.
  • Oversee marine and structural engineering reviews related to wharf structures, bulkheads, mooring systems, vessel criteria, and heavy equipment foundations.
  • Administer project controls, including RFSs, submittals, change orders, claims management, and contract compliance.
  • Monitor project schedules and critical path activities, providing regular updates to leadership and proactively addressing project risks.
  • Coordinate with port stakeholders and regulatory agencies regarding navigational, operational, and construction-related activities.
  • Oversee field construction activities to ensure compliance with quality, safety and inspection requirements through project closeout.
  • Maintain project documentation, reporting systems, and tracking tools.


Required Qualifications:

  • Bachelors degree in Civil Engineering, Structural Engineering, Marine/Coastal Engineering, Construction Management, or related field
  • Experience managing multi-million -dollar capital construction projects
  • Demonstrated success in budget management, schedule control, contractor oversight, and project delivery.
  • Experience preparing and presenting project updates to executive leadership and project stakeholders.


Preferred Qualifications:

  • Experience managing heavy civil, marine, industrial, or waterfront construction projects.
  • Direct experience with one or more: wharf or bulkhead construction, dredging operations, marine terminal development.
  • Experience working with Progressive Design-Build or Design-Build project delivery methods.
  • Experience coordinating with design-build contractors and third-party engineering consultants
  • Familiarity with permitting and regulatory requirements associated with marine infrastructure projects.
