Elite Construction & Development is a commercial general contractor headquartered in Pasco, Washington. We deliver commercial construction projects throughout the Pacific Northwest, supporting clients through preconstruction, estimating, project management, field execution, and closeout.

Our work requires strong coordination between project managers, superintendents, project engineers, subcontractors, vendors, and clients. We are looking for team members who understand that successful construction projects depend on clear communication, disciplined follow-through, accurate documentation, and practical problem-solving.


Position Summary

Elite Construction & Development is seeking a Project Engineer II to support commercial construction projects from preconstruction and estimating through active project execution. This role is intended for someone who has moved beyond basic project administration and is ready to take on greater responsibility supporting bids, estimates, procurement, documentation, coordination, and project controls.

The ideal candidate has experience in commercial construction, exposure to estimating or preconstruction, and the ability to work closely with project managers and field leaders to keep work moving. This position is well suited for someone who is developing toward an Assistant Project Manager or Project Manager role and wants hands-on experience across the full project lifecycle.


Key Responsibilities

Preconstruction and Estimating Support

  • Review plans, specifications, drawings, and project documents to understand scope, requirements, and potential risks.
  • Assist with bid preparation, proposal development, budget support, and estimating activities.
  • Support subcontractor and vendor outreach, quote tracking, and bid follow-up.
  • Assist with takeoffs, scope review, bid leveling, and identification of potential gaps or overlaps in subcontractor proposals.
  • Participate in site visits and help evaluate existing conditions, project constraints, and constructability considerations.
  • Maintain organized estimating records, subcontractor information, and cost data to support future bids.


Project Execution Support

  • Support project managers with project setup, procurement, scheduling coordination, resource planning, and project documentation.
  • Assist with preparation, tracking, and follow-up of RFIs, submittals, change order documentation, meeting minutes, procurement logs, and other project controls.
  • Coordinate with project managers, superintendents, subcontractors, vendors, and internal departments to support timely project execution.
  • Help track commitments, deliverables, open items, and project deadlines to ensure follow-through.
  • Participate in project meetings and provide accurate updates on assigned tasks, documentation, and project status.
  • Support closeout documentation and project turnover requirements as needed.


Process and Team Support

  • Identify opportunities to improve project coordination, documentation, estimating support, and internal workflows.
  • Use construction technology and software tools to support estimating, project documentation, communication, and reporting.
  • Maintain a high level of organization, accuracy, and accountability in a fast-paced construction environment.
  • Follow all company safety requirements and support a culture of safe work practices on project sites.


Minimum Qualifications

  • 2-5 years of construction industry experience, preferably in commercial construction.
  • Exposure to preconstruction, estimating, project engineering, project coordination, or project management support.
  • Ability to read and understand construction drawings, specifications, and project documents.
  • Experience supporting RFIs, submittals, procurement, change documentation, meeting minutes, or other project controls.
  • Proficiency with Microsoft Office applications.
  • Experience with construction software such as Autodesk Construction Cloud, Bluebeam, or similar platforms preferred.
  • Strong organizational, analytical, and problem-solving skills.
  • Strong written and verbal communication skills.
  • Ability to manage multiple priorities in a deadline-driven environment.
  • Valid driver's license and ability to travel to project sites as needed.


Preferred Qualifications

  • Bachelor's degree in Construction Management, Project Management, Engineering, Business Administration, or a related field.
  • Equivalent commercial construction experience may be considered in place of a degree.
  • Experience assisting with commercial construction bids, takeoffs, subcontractor quote tracking, bid leveling, or estimating documentation.
  • Experience working for a general contractor or commercial subcontractor.
  • Familiarity with project schedules, procurement tracking, subcontractor coordination, and project handoff processes.
  • Interest in growing toward Assistant Project Manager or Project Manager responsibilities.


Additional Requirements

  • Must possess the legal right to work in the United States without sponsorship.
  • Must pass a criminal background check.
  • Must pass a pre-employment drug screening for safety-sensitive positions.
  • Must have a valid driver's license and an insurable driving record.

Location Requirement

This position is based in the Tri-Cities, Washington area. Candidates must reside locally or be available for immediate relocation at their own expense. Relocation assistance is not available.


Compensation

The salary range for this position is $78,111 - $103,010 annually. Compensation will be based on relevant commercial construction experience, estimating or preconstruction exposure, technical skills, and overall alignment with the role.
