Description

CMS is seeking a Technical Delivery Manager (TDM) to enhance delivery on a large Scaled Agile Framework (SAFe) Software Development program. This is a high-paced, highly collaborative environment where new ideas and follow through on those ideas have allowed our team to be successful. This TDM will collaborate with other TDMs as well as our Solution Train Engineer (STE) to continue the path of continual improvement throughout the program. Our team provides new development and O&M solutions to improve the efficiency and effectiveness of our customer's mission-critical systems. The ideal candidate has past experience from project delivery, technical management, & solution architect roles.

What You’ll Be Doing:

The TDM is a member of the program management leadership team supporting the STE and Program Manager with a wide variety of tasks. The position will align both vertically within the organization, supporting a portfolio of between two to four Agile teams, as well as horizontally, leading multiple cross team delivery projects all the way through the Agile development and delivery lifecycle. Responsibilities will include the following:

Agile Leadership & Facilitation
  • Identify process improvements and implement them as appropriate within your portfolio of Agile teams
  • Attend, facilitate, & schedule meetings with customers and other support teams as needed to coordinate projects and foster communication across the teams
Technical Acumen
  • Oversee specific technical initiatives & projects through to a successful delivery
  • Develop materials for the team's support in Confluence (project implementation plans, process documentation, system diagrams, issue tracking)
  • Analyze trends and offer solutions; look for opportunities for software delivery improvement
  • Understand technical designs and architectures implemented by development teams
  • Demonstrated ability to grasp business processes and ensure solutions align with mission needs
  • Ability to facilitate technical solutioning discussions across a project or technical initiative
Program Execution & Delivery
  • Drive horizontal integration across a portfolio of Agile teams on the program, helping them remove impediments and escalating risks to the STE
  • Work with the development teams to create schedules and release plans
  • Support the Agile teams with the creation of detailed estimates for candidate projects
  • Facilitate and oversee collaboration across teams and with program management
  • Manage multi-team software release deployments to ensure coordination
  • Participate in program level, cross-team stakeholder communication
  • Conduct people management responsibilities, such as performance reviews, one-on-one meetings
Requirements

You must live within the DC, MD, VA area.

U.S. Citizenship is required. Candidate must be able to obtain CBP Public Trust clearance.

  • 10+ years of experience in the delivery of software development projects
  • Experience fulfilling client software development lifecycle (SDLC) requirements using Agile methodologies, including Scrum and Kanban
  • Ability to grasp technical development concepts quickly and communicate them to technical and non-technical staff, based on past experience on software development projects
  • Demonstrated passion for solving complex software challenges, and enjoys working alongside fellow team members to make that happen
  • Experience planning, organizing, and controlling assigned activities from conceptual to final stages of the development lifecycle to meet performance objectives and customer satisfaction metrics
  • Experience assessing technical solutions
  • Experience with JIRA or a similar story tracking tool
  • Strong familiarity with configuration management concepts and oversight
  • Strong familiarity with testing concepts and methods
  • Strong familiarity with data management concepts
  • Strong familiarity with systems engineering concepts and methods
  • Excels at establishing trust and fostering positive relationships with client and fellow team members
  • Excellent diplomacy and communication skills with both clients and technical staff
  • Experience with the concept of servant leadership
  • Ability to learn new business areas quickly
  • Experience working with Federal Government clients
  • Ability to obtain the required government security clearance, which requires U.S. Citizenship
  • Bachelor's degree required
  • Certified ScrumMaster (CSM) certification or similar
Preferred Skills and Experience:
  • Past experience in a technical delivery role, such as an architect, system engineer, developer or tester
  • Past experience in a technical delivery role working with technologies that include: Java, Springboot, Angular, IBM MQ/ActiveMQ/Kafka, Postgres/DB2/Oracle, Salesforce
  • Past experience in an Agile methodology role, such as Scrum Master or Product Owner
  • SAFe Agile certified or past experience working on a SAFe Agile program
