Summary
You will serve as a TELECOMMUNICATIONS SPECIALIST in the Command, Control, Communications & Information (C4I) (N6) Directorate of Atlantic Submarine Force Operations Component on the staff of Commander Submarine Force, U.S. Atlantic Fleet (COMSUBLANT) of TASK FORCE 82.

  • You will be responsible for managing the operation, administration, maintenance and restoration of all Atlantic Fleet communications broadcasts, equipment, circuits and automated communications systems associated with these broadcasts.
  • You will manage the health of all communications circuits as well as the day-to-day and long-term planning for system installation, modernization, improvements, and expansions.
  • In coordination with the Deputy Director for operations your will analyze current and future operations supporting Atlantic Fleet Submarines, Nuclear Command, Control, and Communications (NC3) assets, and multiple shore commands.
  • You will be responsible for arranging special broadcast activations requiring use of NATO and Allied transmitter assets to support national and allied submarine deployments.
  • You will manage the Satellite Database (SDB) listing current and future submarine communications requirements.
  • You will provide oversight of development, testing, evaluation, and installation of electronic support and interface equipment for communications systems and sub-systems.
  • You will provide and analyze reports of unsatisfactory performance of equipment or systems, determining and directing cost effective and practical methods for corrective action.
  • You will exercise technical and administrative authority over engineering actions for all COMSUBLANT communications systems and circuits.
  • You will provide authoritative direction and technical guidance to subordinate specialists engaged in maintaining communications circuits as well as equipment upgrades and facility improvements covering 5 work centers.

  • This position is subject to Polygraph Testing compliance.
  • This is a Cyberspace Workforce position, work role code 451 System Administrator, proficiency Intermediate Level.
  • The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date).
  • The selectee's inability to successfully pass; or refusal to conduct the test may result in: 1) the tentative or final job offer being withdrawn during the recruitment process;OR
  • 2) subsequently being removed from Federal service for failure to meet a condition of employment. You may be required to sign a "Drug Test Statement of Understanding" if you are selected for this position.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience and expert knowledge of telecommunications systems, automated networks, Communications management and Naval Telecommunications command organization and infrastructure.
  • Experience and specialized knowledge of telecommunications management policy, emergent technology and organizational requirements.
  • Experience and expert knowledge of the characteristics, properties, uses and interrelationships of complete, complex communications systems, circuits, and groups of classes or subsystems.
  • Experience and demonstrated technical knowledge of military or commercial telecommunications equipment maintenance and operation techniques and practices.
  • Experience and demonstrated technical knowledge of concepts of communications equipment and system design, capabilities and limitations of standard telecommunication equipment and transmission media.
  • Experience and in-depth knowledge of contracting procedures to review proposals for technical adequacy and vendor ability to perform, as well as to monitor contractor performance in fulfilling contractual obligations.
