Job description

We are seeking a candidate for a key project leadership role leading project controls operations for an AI enabling infrastructure campus, Mega Campus (1 GW+), of unprecedented scale and of strategic importance to Meta. The Project Controls Lead will not only be a technical subject matter expert overseeing all cost controls & commercial deliverables on the project and across multiple General Contractors, but also oversee a team of Analysts representing Meta that will manage invoicing, commitments, financial reporting, and commercial management for the project. The successful candidate will be a critical partner for the Delivery Director, Construction Management team and Schedule lead.Leadership, communication, and organization skills are important in this highly collaborative, analytical, and strategic role. This position will work closely within the DEC (Design, Engineering and Construction) Business Controls team and various internal departments including Site Project Management teams, Pre-Construction, Contracts, Finance, Accounting, Sourcing and Operations Engineering.
Area Project Controls Lead, Mega Campus Responsibilities:
  • Technical lead in Cost Controls on the project, including budget management, forecasting, change management diligence / Owner Change Order quality, invoice review, accruals, and risk facilitation
  • Develop and maintain the overall project controls strategy and operations for a mega campus (1 GW+)
  • Analyze and communicate the projects Project Controls Health (financial, change, and risk) to project and DEC leadership
  • Identify project commercial risk mitigation opportunities in collaboration with the Schedule Lead, Delivery team, and XFN partners, and drive those opportunities into resolution
  • Support the Preconstruction team in the review of General Contractor contracts & commercial terms, gathering of historical data, incorporation of master contract terms, communication, and management of finalized internal budget
  • Provide support of Areas projects’ cost forecasts, cash flow risks, and variances monthly/quarterly for communication to Site Leadership & Strategic Planning & Analytics partners
  • Direct communication with Schedule Lead to ensure collaboration and alignment of project health between cost and schedule and overall project risk
  • Lead a team of contingent workers to support project controls operations for the project
  • Approximately 25% travel to other Data Center sites and company headquarters

Minimum Qualifications:
  • Demonstrated analytical, communication, problem solving, prioritization, organization and reporting skills
  • 10+ years of Construction Project Controls
  • Subject Matter Expert in Cost management, construction change orders, and risk management
  • Familiar with Earned Value Management or collection and analysis of resource data
  • Familiar with Data Center, Manufacturing, Infrastructure or Construction programs requiring complicated commissioning specifications
  • Bachelor’s degree in Engineering, Construction Management, or Equivalent Technical Field or related field experience
  • Proficient in Oracle Unifier

Preferred Qualifications:
  • Successful development and implementation of project controls strategies in a large organization
  • Demonstrated experience developing and driving actions or operational adjustments based on project controls performance metrics
  • Demonstrated experience leading a team of project controls professionals
  • Experience negotiating construction changes or complex construction claims
  • Demonstrated experience partnering with Cross Functional Teams to influence strategic direction
  • Experience leading complex project or program project controls amongst a large group internal and external of project stakeholders
  • Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
  • Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
  • Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
