Job description

Job Overview:
As a Project Controls Analyst with APTIM, you will have the chance to work on project teams using expertise in forecasting, change management, cost management, project budget analysis, earn value analysis, risk management, proposal support, estimate development, cashflow and other financial reporting tools. You will manage the overall project/program cost controls and financial reporting by providing client management documentation, updates, and presentations for large-scale projects. You will be required to interface directly in Primavera as the CPM software to create/manage the resource loaded project schedule.
This position will primarily support TO-04 projects at the Knolls Atomic Power Laboratory (KAPL). The goal of the Environmental Management Consolidated Business Center - New York (EMCBC-NY) Naval Reactors (NR) Deactivation, Decommissioning and Removal (DD&R) project is to demolish excess facilities and cleanup ancillary structures at Knolls Atomic Power Laboratory (Knolls) and the Kesselring Site (KS). Additional work may be negotiated at Bettis Atomic Power Laboratory in West Mifflin, Pennsylvania. As such the candidate would be required to obtain a DOE Security Clearance. Work may be conducted remotely with quarterly site visits. In addition to the duties outlined below, the Project Controls Analyst will: Lead billing invoice process improvement and reduction of workflow delays; and will maintain a certified Earned Value Management System (EVMS) that is compliant with ANSI/EIA-748 along with the associated EVMS System Description document and EV project procedures. Experience working on federal government/defense department projects with an ANSI/EIA-748 Certified Earned Value Management System is required. Working knowledge of Contruent (formerly Ares Prism) or similar cost processing software a plus.
Key Responsibilities/Accountabilities:
  • Will perform tasks primarily associated with Cost Management and Control. Includes familiarity with and use of data produced by CPM Scheduling, Risk Management, and Earned Value Management. Will be familiar with basic data structure concepts and reporting/graphical visualization tools.
  • Perform tasks primarily associated with Cost Management and Control. Includes familiarity with and use of Perform Daily Weekly/Monthly Statusing of Project Cost Reports as required by contract
  • Perform periodic project job site audits, surveillances, etc. as required.
  • Perform reconciliation of budget vs. actual variances and identification of drivers.
  • Support/Produce Client Invoicing per the contract
  • Performing/Reporting monthly cash and billing forecasts
  • Use of Microsoft Power BI to create graphical dashboards of excel data for use in management presentations or project specific data management and visualization solutions.
  • Provide Professional recommendation and/or implementation of correct actions.
  • Manages Financial aspects at the program level
  • Update schedules for accurate progress measurement and remaining duration either directly or with earned value tracking system data.
  • Resource load schedules
  • Input and document scope change activities into the schedule
  • Independently perform the transformation of project estimating budget data into the cost breakdown structure and initiation of cost reporting tools/reports
  • Preparation, processing, and tracking of change orders to ensure cost report budgets are current
  • Perform Analysis and Forecasting of key cost categories by cost code
  • Use of Earned value data, CPM schedule data, and Risk/contingency data in statusing and forecasting of project cost
  • Perform monthly accrual of project costs and revenue for accrual method accounting and forecast development
  • Development and Presentation of Cost Status and Forecast Reports to both internal and external stakeholders.
  • Facilitate/Lead risk workshops, Management of Risk Register, identifying potential project risks and developing mitigation strategies.
  • Coordinate with project managers and other team members to ensure accurate and timely reporting of project status and performance metrics.
  • Establish and maintain project documentation and records, ensuring compliance with company policies and regulatory requirements.
  • Negotiate contracts and agreements with vendors, subcontractors, and other external parties to secure the necessary periodic reporting data for cost status and forecasting.
  • Interface directly in CPM schedule software to extract data and perform routine updating/progressing of tasks.

Basic Qualifications:
  • Must have a Bachelor's Degree in Construciton Management, Business or Industrial Engineering is Preferred
  • Must have a minimum of 6 years of project controls experinece
  • Demonstrated ability to Use technical concepts and industry standard project management tools and techniques to effectively coordinate project control activities and functions to creatively and effectively solve complex problems and identify correlated data to inform decision making.
  • Strong written and verbal communication skills.
  • Strong attention to detail and accuracy.
  • Ability to work across discipline teams to assimilate project data from various sources
  • Ability to maintain a high level of confidentiality.
  • AACE and/or PMI Certification
  • Understands the basic grammar/concepts of multiple professional disciplines and can work across discipline siloed teams to solve complex interrelated problems.
  • Understanding of various contract structures Fixed Price, Unit Price, Cost Reimbursable and the implications that these structures have on project cost and revenue.
  • Understanding of the fundamental concepts of accrual basis and double entry accounting.
  • Familiarity with government contract reporting and FAR standards.
  • Familiarity with Davis Bacon/Service Contract act and prevailing wages
  • Proficient in Microsoft Office, especially Excel.
  • Familiarity with Power BI Data and extraction of datasets
  • Proficient working in JD Edwards or other ERP System
  • Communicating with internal and external project stakeholders and Interpreting project cost data at multiple levels of the organization.
  • Must have the abiliity to obtain and maintain DOE Secruity Clearance

As of the date of this posting, a good faith estimate of the current pay range for this position is $80,000 - $130,000 Per Year. Compensation depends on several factors including: experience, education, key skills, geographic location of the position, client requirements, external market competitiveness, and internal equity among other employees within APTIM.
