What is project billing?

Project billing is the process of tracking, documenting, and invoicing costs associated with a specific project. It involves monitoring project expenses, labor hours, and materials used, then generating invoices for clients based on agreed-upon terms. Accurate project billing ensures that all billable work is properly accounted for and helps maintain healthy cash flow for businesses. This process is crucial in industries like construction, consulting, and IT services, where projects vary in scope and duration.

What are the key skills and qualifications needed to thrive in project billing, and why are they important?

To thrive in Project Billing, you need strong financial acumen, attention to detail, and a background in accounting or finance, often supported by a relevant degree or certification. Familiarity with invoicing software, ERP systems like SAP or Oracle, and proficiency in Excel are typically required. Excellent organizational skills, problem-solving abilities, and effective communication help manage billing cycles and resolve discrepancies. These skills are crucial for ensuring accurate project billing, timely revenue recognition, and maintaining client satisfaction.

How does a project billing specialist typically collaborate with project managers and finance teams to ensure accurate invoicing?

A Project Billing specialist works closely with project managers to gather detailed data on project milestones, deliverables, and client agreements, ensuring that invoices accurately reflect completed work. They also coordinate with finance teams to reconcile project costs, track payments, and address discrepancies or client queries. Regular communication and updates between these teams help maintain transparency, reduce billing errors, and ensure timely revenue collection for the company.

Job Description

As a Senior Manager, Project Applications, you will lead the enterprise applications that support project accounting and project management across AECOM. Reporting to the Director of Project Administration and Financial Systems, you will be responsible for the strategy, reliability, support, enhancement roadmap, and delivery of Oracle Projects, related reports and interfaces, and custom project management applications.

You will lead a blended team of internal analysts and external delivery partners while working closely with business and IT leaders across a complex global organization. This role requires a leader with deep project-accounting functional expertise, strong implementation and production-support experience, and the technical fluency to partner effectively with development, integration, reporting, and architecture teams.
This position will offer flexibility for hybrid work schedules to include both in-office presence and telecommute/virtual work, to be based from either Houston or Dallas, TX.
Key Responsibilities

  • Lead, coach, and develop internal team members and outsourced resources; establish priorities, manage capacity, and hold delivery partners accountable for service levels, quality, and results.
  • Own the stability, security, performance, and supportability of project applications, including incidents, service requests, recurring-problem resolution, enhancements, change control, access requests, audits, and corrective actions.
  • Provide functional leadership for Oracle Projects and related project-accounting processes, such as project costing, project billing, revenue generation, AutoAccounting, burdening, transfer pricing, and cross-charge.
  • Lead implementations, conversions, migrations, and major enhancements from requirements and solution design through configuration, testing, deployment, and post-production stabilization.
  • Maintain a 12-month operational and enhancement roadmap, contribute to resource and budget planning, and align longer-term technology plans with business priorities.
  • Partner with technical teams on application architecture, integrations, reporting, data, and scalable solutions while maintaining effective change-control and implementation practices.
  • Build trusted relationships across business and IT teams, translate business needs into actionable solutions, support multiple business groups and country-specific localizations, and identify opportunities to improve application efficiency and user experience.
Qualifications

Minimum Qualifications

  • Bachelor's Degree plus at least 10 years of experience supporting, implementing, and maintaining enterprise project applications, reports, and interfaces, including 3 years of leadership experience, or demonstrated equivalency of experience and/or education
  • Deep functional experience supporting and improving enterprise project-accounting systems, with knowledge of processes such as project costing, project billing, revenue, burdening, transfer pricing, or cross-charge. Oracle Projects experience is strongly preferred; candidates with comparable enterprise project-accounting platform experience will also be considered.
  • Experience leading a system implementation, conversion, migration, or major rollout through requirements, functional design, configuration, testing, deployment, and post-production stabilization, including the development of workflows, test cases, and implementation documentation.
  • Experience owning production application support, including incident and service-request management, recurring-problem resolution, enhancements, change control, access, and audit support.
  • Experience leading internal teams, vendors, or outsourced delivery partners, including responsibility for delivery quality, capacity, performance, and service-level compliance.
  • Strong executive communication, facilitation, and stakeholder-management skills, with the ability to influence business leaders and drive alignment across cross-functional teams.

Preferred Qualifications

  • Hands-on functional experience with Oracle E-Business Suite Projects or Oracle Fusion Cloud Project Management/PPM, including Project Costing and Project Billing.
  • Experience supporting enterprise applications across multiple business groups and country-specific localizations within a large, global, project-based organization.
  • Working knowledge of SQL, databases, integrations, enterprise reporting or BI tools, application architecture, and software development lifecycle methodologies; experience with Informatica, resource forecasting, budget planning, and long-range application roadmaps is a plus.

Additional Information
  • Relocation assistance is not available for this position
  • Sponsorship for US work authorization is not available for this position, now or in the future.
