Sr. Program Manager – Digital Health Program Strategy

The consultant will be expected to provide high-quality, timely, and executive-ready deliverables, including but not limited to:

· Program plans, integrated work plans, and implementation tracking materials;

· Executive briefings, strategic analyses, issue notes, presentations, and decision-support materials;

· Governance materials, including agendas, meeting summaries, action logs, and executive discussion documents;

· Strategic planning and roadmap support materials;

· Stakeholder engagement and coordination materials;

· Risks, issues, dependency, and mitigation tracking documentation;

· Performance monitoring and status reporting products;

· Environmental scans, jurisdictional research, and synthesis reports;

· Executive-ready communications and presentation materials aligned with Ministry standards.

· Deliverables will be completed in alignment with Ministry timelines, priorities, and quality expectations, with flexibility to respond to emerging issues, shifting priorities, and executive requests.

NOTE:

Assignment Type: This position is listed as Onsite; the resource is expected to work 7.25 hours per calendar day between the standard working hours of 8:00-5:00 PM (excluding lunch breaks) every Monday to Friday inclusive at the identified OPS office location.

Extension/Amendment Attestation:

Extensions are permitted only to the extent of unused contract days and/or remaining contract funds. No additional funds will be added beyond the maximum contract value, including any extension options set out in the original SOW.

· Demonstrated experience in establishing/maintaining multiple collaborative relationships/partnerships with stakeholders.

· Demonstrated experience preparing and distributing project updates, progress reports to project stakeholder while managing expectations pertaining to scope and timeline constraints.

· Demonstrated experience identifying and acquiring a mix of skilled resources necessary to complete project assignments/deliverables; including clarifying roles and responsibilities.

· Demonstrated experience communicating across many functional areas to actively engage project stakeholders and manage client expectations with diverse interests, technical and non-technical backgrounds using the appropriate level of political acuity and messaging for the audience.

· Experience handling difficult situations and managing stakeholder alignment to ensure program success.

· Written communication skills to prepare authoritative recommendations, proposals and reports.

· A team player with a track record for meeting deadlines.

· Strong discipline in resolving resourcing and inter-personal conflicts, ensures knowledge is shared among team members to achieve project objectives.

· Demonstrated experience leading presentations for senior management, stakeholders and teams.

· In-depth knowledge and handling of project and program management methodology and techniques.

· Ability to promote I&IT program and project management best practices and adherence to standard methodologies.

· Experience gathering and developing business and technical requirements to create and maintain a detailed program, project schedule and/or integrated plan.

· Experience directing program and project teams to ensure program and project deliverables are delivered on time and adhere to government and ministry standards.

· Extensive experience coordinating and monitoring program and project processes developing/communicating guidelines and procedures.

· Experience with resolution of resourcing and inter-personal conflicts, negotiates changes to resourcing, ensuring knowledge is shared among team members, and program objectives and deliverables are met in a timely manner.

· Ability to proactively identify potential program risk events and issues before they occur including identification of appropriate mitigating strategies and plans.

· Experience with effective articulation and prioritization of issues and risks to senior executive levels and recommendations of mitigation strategies for decision makers.

· Experience with establishment and facilitation of program steering committee and stakeholder forums and meetings.

· Experience with providing, project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels.

· Experience with promoting Public Sector I&IT standards and best practices for project management to facilitate control of system quality, adherence to standard methodology and the control of the use of I&IT resources

· BSc/BA Diploma in Management or a relevant field
