APPLICANTS ARE ENCOURAGED TO APPLY AS SOON AS POSSIBLE*** Job Summary The Nevada DIVISION OF CHILD AND FAMILY SERVICES (DCFS) is recruiting for a Clinical Program Manager I, located at the Psychiatric Residential Treatment Facility - North (PRTF North), a 16-bed, staff secure mental health treatment facility for youth age 12 to 17 located in Sparks, NV. Sparks is a growing suburb of Reno with an exceptional quality of life.

With some of the most majestic views in Nevada and an abundance of recreational activities in the Reno/Tahoe area, Sparks is an outdoor paradise. The Clinical Program Manager I is responsible for the overall operational, clinical, and administrative leadership of a specialized 16-bed psychiatric treatment facility. The Manager provides direct supervision to a multidisciplinary team, oversees the delivery of evidence-based care, and ensures strict compliance with state regulations, and accreditation standards.

The clinical Program Manager I will hire, train, supervise, and evaluate a diverse team of Mental Health Counselors, nursing staff, a Psychiatric Case Worker, and Mental Health Technicians. This is a full time position with an anticipated work schedule of 9a-6p, Monday through Friday that includes a variable work agreement with overtime after 40 hours per week. The State of Nevada and DCFS offer an excellent benefits package that includes health, dental and vision insurance, participation in the Public Employees Retirement System (PERS), accrual of 15 days of annual and 15 days of sick leave, 11 paid holidays and no city, county, state or social security tax.

DCFS also encourages education by providing on-going trainings and paid release time for staff to obtain CEU's. Some positions may also be eligible for an additional 5% Shift Differential pay. The Nevada DIVISION OF CHILD AND FAMILY SERVICES (DCFS), together in partnership with families, communities and other governmental agencies provides support and services to assist Nevada's children and families in reaching their full human potential.

Managers, Clinical Programs plan, develop, organize, coordinate, direct, and evaluate mental health, intellectual disabilities, and/or child development service delivery programs

Essential Qualifications Three or more years of applicable post-Master's experience as described in the job duties with a minimum of one-year supervisory/managerial experience and a Master's degree in a field of study applicable to the job duties. Job Duties Manage psychologists and/or subordinate supervisors of professional clinicians or mental health counselors. Manage a rural mental health clinic and satellites, a regional or statewide program.

Establish goals, objectives, policies, and procedures and monitor and evaluate program performance. Design program components to achieve goals of governing bodies and management. Ensure compliance with applicable laws, licensure, and funding requirements.

Develop and/or implement admission/discharge criteria, performance indicators, and reporting mechanisms. Participate in agency accreditation and quality assurance and improvement efforts. Receive and respond to feedback from consumers and advocacy groups regarding services provided.

Monitor and evaluate clinical, service delivery, and fiscal performance indicators and develop and implement corrective action plans. Solicit and evaluate service delivery proposals and participate in selecting contract service providers. Work with private providers to provide the services needed.

Monitor providers' performance and identify and communicate corrective actions. Approve payments and revoke or recommend revocation of agreements. Develop and monitor budgets, forecast revenues and expenditures, and approve and monitor expenditures.

Coordinate program services with courts, law enforcement, school districts, and other stakeholders. Provide court testimony and present legislative testimony regarding assigned programs. Analyze and propose legislative changes, draft amendments, and provide testimony.

Ensure client access to 24-hour emergency evaluation and crisis intervention services. Enforce standards for clients' rights, professional ethics, and health and safety of employees and clients. Investigate incident reports and consumer complaints, submit reports, and take corrective action.

Liaise between various stakeholders to coordinate activities, resolve issues, and represent agency interests. Oversee and ensure the maintenance of clinical records. Oversee the work and performance of supervisory employees.

Train, supervise, schedule, and evaluate the performance of employees, and other supervisory duties as appropriate for managing people. Perform related duties as assigned. Knowledge, Skills, and Abilities Knowledge of: Applicable federal and State laws, regulations, and agency policies and procedures; State executive and legislative processes; creation, function, and operation of State constitutional offices, agencies, boards and commissions.

State budgeting, accounting, purchasing, contracts, and grant application and management principles and practices. Principles and practices of supervision, training, public administration, organization, and management. Clinical theories; human service delivery models, interventionstrategies, and current directions; national standards of client care; clinical evaluation; effects and side effects of psychotropic medications; interdisciplinary team treatment and case management modes.

Skill in: Interpersonal and communication, both verbal and written. Use and operation of office and job-related equipment and software. Ability to: Design and implement individual, family, and/or group clinical interventions; identify critical elements in clinical and service delivery emergencies and respond appropriately; match client needs to community resources; assess client status andrisk; apply professional codes of ethics to practical situations; balance clinical and administrative responsibilities.

Listen perceptively and convey understanding; respond effectively to hostility and resistance; establish rapport with clients and staff; maintain effective working relationships with others; deliver presentations. Inspect clinical records to evaluate the appropriateness of services provided and compliance with policies and procedures; write clinical and administrative documents; perform mathematical and statistical calculations; analyze program performance and fiscal reports. Lead and motivate a diverse staff, set clear goals, delegate tasks effectively, and foster a positive and inclusive work environment.

Communicate both verbally and in writing to audiences of various social, educational, and economic backgrounds. Resolve conflicts and mediate, negotiate, and exchange ideas, information, and opinions with employees, customers, or agencies; diffuse hostile situations respectfully and tactfully. Review work products for quality, quantity, and timeliness; analyze information, problems, situations, practices, or procedures to define objectives, identify relevant concerns, formulate logical conclusions, and recognize alternatives and their implications.

Develop, implement, and oversee policies and procedures to meet agency mandates, including program design, statutory compliance, and goal achievement. Serve as liaison between various stakeholders, including federal, State, and local agencies, to coordinate activities, resolve issues, and represent agency interests. Analyze and propose legislative changes for program management, draft amendments, and provide testimony.
