Northrop Grumman Defense Systems has an immediate opening for a Manager, Program Management 3 position, located at our Elkton, Maryland facility. This position reports directly to the Business Unit Senior Director and will be a full-time onsite position.
Northrop Grumman Propulsion Systems and Controls (PS&C) Business Unit headquartered in Elkton, Maryland began solid-propellant rocket operations in 1948. The Modernization and PMX Manager will have authority and responsibility for the Business Unit capital portfolio, management of the Site Modernization Program, and lead of the Program Execution Homeroom for the PS&C Business Unit. This is a leadership position with daily executive interactions, and the successful candidate must display impeccable judgment, a history of strong performance, and embody Northrop Grumman's leadership behaviors. The successful candidate should thrive in a fast-paced work environment with high expectations, diverse assignments, and collaborative/team settings across all levels, including executive leadership.
The selected candidate will:
  • Provide oversight of the BU capital portfolio and interact with the leads of each of the projects to ensure projects are meeting objectives on time and within budget
  • Lead presentations and communication on the aggregate status of projects within the portfolio to stakeholders
  • Lead the Site Modernization program
  • Be responsible for working with cross-functional teams to ensure successful execution, including achieving modernization objectives on time and within the allocated budget
  • Lead the development, communication, and tracking of the strategy to continually grow the PM workforce's program management knowledge base, tools, and skills
  • Provides program homeroom expert support to programs as initial program baselines are developed leading up to and following award
  • Participates in program startup reviews (PSR) as a key Program Management process and tools expert
  • Provides support in the preparation of proposals.

Basic Qualifications:
  • Bachelor's degree with a minimum of 10 years of related experience or 8 years of related experience with master's degree
  • Minimum 5 years of management experience in Program Management
  • Demonstrated program execution expertise
  • Ability to travel up to 25 percent of the time
  • Ability to provide general program management guidance to program managers, IPTs, and key program team members to ensure compliance with program management processes and procedures.
  • Exceptional communication and collaboration skills.
  • Demonstrated understanding of EVMS and Risk and Opportunity Management
  • Demonstrated leadership skills and the ability to work effectively in a team environment
  • Effective communication and presentation skills
  • Experience with DoD & international customers and/or partners
  • Ability to obtain a secret clearance, which US citizenship is a pre-requisite

Preferred Qualifications:
  • Master's Degree in a STEM or business field of focus
  • Active secret clearance
  • 10 years of experience in government program management or DOD
  • 7 years of management experience in Functional or Program Management
  • Experience with continuous improvement or affordability optimization

Primary Level Salary Range: $184,300.00 - $276,500.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
