Description
SAIC is seeking an experienced Program Manager to lead and oversee a mission-critical modernization program delivering a modular, adaptable software suite of essential capabilities across multiple warfighting functions. In this role, you will serve as the primary leadership authority responsible for planning, executing, and delivering complex program objectives on schedule, within budget, and in alignment with Government requirements - while managing a diverse team of technical and operational professionals across a modern, open-architecture platform spanning enterprise cloud and tactical edge environments.
This position operates across cloud and tactical edge environments, supporting program planning, execution, and oversight across the full software development lifecycle - from initial concept through fielding - in both garrison and deployed settings, including Denied, Degraded, Intermittent, and Low Bandwidth (DDIL) environments.
The work is to be performed at the customer site at Aberdeen Proving Ground (APG), MD.
This role is contingent upon award news in Fall 2026.
Key Responsibilities:
  • Lead and manage all aspects of program planning, execution, and delivery, ensuring program objectives, milestones, and deliverables are met on schedule, within budget, and in alignment with Government requirements across cloud and tactical edge environments
  • Develop and maintain comprehensive program management artifacts including integrated master schedules, risk registers, resource plans, and performance measurement baselines that provide real-time visibility into program health and progress
  • Serve as the primary point of contact and leadership authority for Government stakeholders, vendors, and development teams, ensuring program requirements, priorities, and decisions are accurately communicated, documented, and executed throughout the program lifecycle
  • Evaluate and validate program performance across all functional areas including systems engineering, software development, integration, cybersecurity, and UX design, ensuring all capabilities meet documented requirements and operational needs
  • Support planning and execution of tactical edge program activities, ensuring program approaches account for the unique operational constraints of DDIL environments including 72-hour autonomous operations and network synchronization requirements
  • Participate in product demonstrations, program reviews, and agile development ceremonies, providing executive-level assessment of program compliance, risk posture, and overall solution maturity against documented requirements and Government objectives
  • Collaborate with vendors, partners, functional leads, and Government stakeholders to identify and resolve program risks, resource constraints, schedule impacts, and capability gaps throughout the program lifecycle

Qualifications
Required Clearance:
  • Active Secret clearance required.
  • TS/SCI Preferred
Required Education:
  • Bachelor's Degree in Program Management, Systems Engineering, Business Administration, Computer Science, or a related discipline
  • Or Master's Degree preferred in Program Management, Systems Engineering, Business Administration, or a related technical or management field
Required Experience:
  • Eighteen (18) years or more of related experience
  • Ten (10+) years of progressive experience in program management, project leadership, or a closely related field, with a minimum of 5 years leading defense, military, or interagency programs at the operational or acquisition level
  • Demonstrated experience leading and delivering complex, multi-vendor software or systems programs across the full development lifecycle, with proficiency in integrated master scheduling, earned value management, risk management, and program performance reporting
  • Experience managing programs within agile development frameworks such as SAFe, Scrum, or Kanban, with working knowledge of DevSecOps pipelines, software delivery methodologies, and agile program governance approaches
  • Familiarity with defense acquisition regulations, Federal Acquisition Regulations (FAR), Other Transaction Authority (OTA) agreements, and the unique contractual and programmatic requirements of classified and multi-domain program environments
  • Experience managing programs that span cloud-based and tactical edge platforms, including the ability to plan and oversee program activities that account for DDIL operational constraints and complex hardware and software integration requirements
  • Background in risk management, resource planning, and stakeholder engagement across multi-vendor, multi-functional program teams, with familiarity in military operational requirements, open-architecture frameworks, and defense technology modernization initiatives
  • Demonstrated ability to lead program reviews, brief senior military, civilian, and interagency audiences at the executive level, and drive programmatic consensus across multi-vendor and multi-functional teams in fast-paced, dynamic environments
Preferred:
  • Project Management Professional (PMP) certification required; Defense Acquisition Workforce Improvement Act (DAWIA) Program Management certification strongly preferred

Target salary range: $160,001 - $200,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
