Intermediate Bilingual Proposal Coordinator

Ontario or Quebec | Hybrid


The Opportunity

Skyline Recruitment is currently partnering with a well-established environmental consulting and engineering firm that is seeking an Intermediate Bilingual Proposal Coordinator to join its Market Development Support Team.

This is a full-time opportunity for a detail-oriented and reliable professional with experience preparing technical proposals, coordinating submissions, and producing high-quality written materials. The successful candidate will work closely with technical teams across Ontario and Quebec to support the development of compelling proposals and marketing documents.

The role can be based in Ontario or Quebec and offers a flexible hybrid working arrangement.


Key Responsibilities

As part of the Market Development Support Team, you will support the preparation and submission of high-quality proposals in response to requests for proposals (RFPs). Responsibilities will include:

  • Reviewing and analyzing RFP requirements.
  • Developing proposal schedules, identifying critical deadlines, and coordinating the submission process.
  • Creating well-structured proposal documents that address all required content.
  • Working closely with technical teams and taking a leadership role on smaller proposal submissions.
  • Coordinating content from internal stakeholders and external project partners.
  • Drafting and editing proposal text, project descriptions, and employee CVs.
  • Adapting existing materials to suit new opportunities.
  • Arranging internal reviews and conducting detailed quality assurance checks.
  • Proofreading and editing proposal documents for clarity, accuracy, and consistency.
  • Managing the final compilation process and ensuring proposals are submitted on time.
  • Participating in post-submission follow-ups and debriefs.


Additional responsibilities may include:

  • Maintaining and updating corporate proposal databases.
  • Creating and updating employee CVs using established templates.
  • Supporting corporate initiatives that strengthen future proposals.
  • Maintaining corporate registrations as required.
  • Assisting with other marketing and business development support activities.


Qualifications and Experience

The successful candidate will ideally bring:

  • A bachelor’s degree in a science, engineering, communications, or related field.
  • Full professional fluency in both French and English.
  • A minimum of three years of experience in technical writing, proposal coordination, or a related role within a science, engineering, or professional services environment.
  • Strong written and verbal communication skills.
  • Excellent attention to detail and the ability to produce polished, high-quality documents.
  • The ability to manage multiple deadlines and work effectively under pressure.
  • Experience coordinating smaller proposal teams or managing submissions from start to finish.
  • Strong proficiency with Microsoft Word, PowerPoint, Excel, Teams, and Outlook.
  • Experience using Adobe Acrobat.


The following would be considered assets:

  • Experience within environmental consulting, engineering consulting, or a related technical industry.
  • Familiarity with SharePoint and customer relationship management (CRM) databases.
  • Knowledge of Ontario and Quebec legislation.
  • An interest in graphic design or document layout.
