Program Manager is accountable for ensuring the execution and commissioning of large-scale infrastructure improvement programs and projects including high-value, complex assets to ensure all related business objectives are met.  These objectives may include development of programs, support of regulatory approval of programs, commissioning of assets, returning investment, meeting program regulatory and government commitments, and reporting, etc.

The Program Manager leads a cross-functional team of track leads (land, regulatory, engineering, construction, etc.) and ensures their deliverables are understood and delivered according to the detailed designs, schedules, and budgets according to Company processes & standards.  The programs managed will include various portions of AGLC's GRAM program.

Functional Expertise:                                                                                           

 

  • Serves as Project Manager of medium or large-scale programs and projects          
  • Implements Company business processes on medium or large programs and projects  
  • AGL/CGC regulatory and rate case filing support
  • Asset Development Process (ADP) and Unifier champion
  • Development and management of 10-year capital plan for assigned projects and programs.            
  • Works and ensures that all projects are executed within the Company's policies, processes & Standards                                                                                                      
  • Ensures Functional Leader and their respective tracks leads are fully engaged with deliverables    
  • Provide detailed and timely monthly variance analysis and program reforecasts
  • Provide ad-hoc reporting as requested
  • Ensure projects are managed to budget and schedule
  • Champion Risk Management including identification, management, and mitigation throughout the life of the project or program
  • Ensure compliance with Company policies, procedures, and processes to support the asset development in a safe, cost effective, and timely manner
  • Lead weekly program progress meetings with Track Leads and report on overall program status
  • Ensure all Track Leads understand program goals, requirements, commitments, schedules, and associated Company financial impacts
  • Hold Track Leads accountable for individual deliverables and adherence to all program standards
  • Gather and discuss lessons learned with Track Leads to improve future program executables      
  • Ensure all project field data and project related financial documentation is reported in a timely and accurate manner for possible future audits and reconciliations 

Business Acumen: 

  • Ensure that projects are managed to budget, schedule, design, and standards    
  • Develop Projects' Organization Charts (including template)                                      
  • Ensure requirements/standards for Project reporting are followed

  • Ensure that contractors' invoices and payments are audited and approved by contract                  

Engagement: 

  • Identify and contract qualified contractors for project work through functional leader                 
  • Prepare and present project metrics to indicate project health (EVA, Financial Analysis, Schedule, Risk, etc.) for presentation to business owner and upper management                                  
  • Ensure that scope changes are appropriately addressed per the Change Management process (e.g. adequately documented, impact analysis, approved, etc.)                                                                 
  • Establish and maintain excellent working relationships and partnerships with peers, senior leadership, external contractors and vendors by engaging various Stakeholders, including Gatekeepers, Sponsors, Track Leads, Functional Leads, and Subject Matter Experts to ensure communication levels are appropriate, financial information is accurate
  • Identify and establish project team resources                                                               
  • Hold project team meetings on a regular basis (progress & plan)                              
  • Participate in drafting contracts and performing final review of all projects related contracts (from any track) prior to execution with support appropriate functional leaders                                         
  • Assign appropriate field engineering and inspection personnel                               
  • Provide guidance & mentoring for project managers
  • Champion the Company's stage-gated Asset Development Process (ADP) ensuring that projects and programs are executed accordingly, and lead projects through ADP Stages as applicable including Stage Gate Reviews
  • Monitor project procurement activities to acquire equipment, materials, and services as needed, including strong contract management to ensure contractors and suppliers adhere to commercial and technical contract requirements, execute deviations through proper change management, and ensure contractor invoices and payments are reviewed and compliant per contract
  • Provide input for ADP improvement
